การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1)ศึกษาสมรรถนะหลักและสมรรถนะประจำสายงาน ของผู้บริหารสถานศึกษา ตามการรับรู้ของครู ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 32)เปรียบเทียบสมรรถนะหลักและสมรรถนะประจำสายงาน ของผู้บริหารสถานศึกษา ตามการรับรู้ของครูจำแนกตามเพศ วุฒิการศึกษา ขนาดโรงเรียน ระดับชั้นเรียนที่สอน ประสบการณ์การทำงาน อำเภอ และตำแหน่งหน้าที่ และ3)เสนอแนวทางการพัฒนาสมรรถนะหลักและสมรรถนะประจำสายงาน ของผู้บริหารสถานศึกษากลุ่มตัวอย่างที่ใช้ในครั้งนี้ คือ ครูจำนวน 340 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลครั้งนี้ เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ และหาแนวทางพัฒนาการดำเนินงานโดยใช้แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ค่าร้อยละ (Percentage) ค่าคะแนนเฉลี่ย (Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) ทดสอบสมมติฐานโดยใช้การวิเคราะห์ t-test และ F-test (One-way ANOVA)
ผลการวิจัยพบว่า
1. ผู้บริหารสถานศึกษามีสมรรถนะหลักโดยภาพรวมอยู่ในระดับมาก และสมรรถนะประจำสายงานอยู่ในระดับปานกลาง
2. ครูที่มีเพศต่างกัน วุฒิทางการศึกษาต่างกัน ขนาดโรงเรียนต่างกันระดับชั้นเรียนที่สอนต่างกัน ประสบการณ์การทำงานต่างกัน ตำแหน่งหน้าที่ต่างกันมีการรับรู้เกี่ยวกับสมรรถนะหลักและสมรรถนะประจำสายงานของผู้บริหารสถานศึกษาโดยภาพรวมไม่แตกต่างกันส่วนครูที่สอนในโรงเรียนต่างอำเภอกัน มีการรับรู้เกี่ยวกับสมรรถนะหลักและสมรรถนะประจำสายงานของผู้บริหารสถานศึกษา โดยภาพรวมและรายสมรรถนะแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
3. แนวทางพัฒนาสมรรถนะหลักและสมรรถนะประจำสายงาน ผู้บริหารสถานศึกษา ตามข้อเสนอแนะของผู้เชี่ยวชาญในด้านที่เป็นจุดด้อยมี2 ด้าน ได้แก่ ด้านสมรรถนะวิเคราะห์และสังเคราะห์ และด้านสมรรถนะการสื่อสารและจูงใจ
This study aimed at1) investigatingschool administrators’ core competence and functional competencein schools under the Office of Sakon Nakhon Primary Educational Service Area 3 as perceived by the teachers2) comparing school administrators’core competence and functional competence potential in the schools classified by gender, educational qualification, school size, level of teaching, working experience, district of location as well as status/position attained, and 3) exploring guidelines of the potentiality development of the school administrators in the schools. Samples included 340 teachers. A tool used was a 5-level rating scale questionnaire. Data were analyzed by percentage, mean, standard deviation, t-test and F-test (One-Way ANOVA).
The findings were as follows:
1. The school administrators’ core competence in the schools under the Office of Sakon Nakhon Primary Educational Service Area 3 was at the high level whereas their functional competence was at the moderate level.
2. The perception of the teachers with different gender, educational qualification, school size, level of teaching, working experience, district of location, as well as status toward the school administrators’ competency, as a whole, showed no significant differences. The teachers who taught at the schools located in different districts obtained the perception toward the school administrators’ potential, in general and in particular, at the .01 level of significance.
3. The guidelines of the school administrators’ potentiality upon the recommendations of the experts based on the weak points included the potential aspects on analysis and synthesis as well as competency aspects on communications and motivation.
