The purposes of this research were to explore, compare, and examine the relationship, to determine the predictive power, and to establish guidelines for developing school administrators’ ethical leadership affecting teachers’ conduct based on professional code of ethics under the Secondary Educational Service Area Office Bueng Kan (SESAO - BKN), as perceived by school administrators and teachers. The research consisted of two stages: Step I was related to examining school administrators’ ethical leadership affecting teachers’ conduct based on professional code of ethics under the SESAO-BKN. The sample, obtained through multi-stage random sampling, consisted of 291 participants, including 50 school administrators and 241 teachers under the SESAO - BKN, in the 2025 academic year. The instruments for data collection were five - point rating scale questionnaires assessing school administrators’ ethical leadership, with discrimination power values ranging from 0.663 to 0.875 and from 0.465 to 0.780, with reliability coefficients of 0.980 and 0.958, respectively. The statistics for data analysis included percentage, mean, standard deviation, Independent Samples t - test, Pearson’s product - moment correlation coefficient, and Stepwise multiple regression analysis. Step II was to establish guidelines for developing school administrators’ ethical leadership that affected teachers’ conduct based on professional code of ethics under the SESAO-BKN. Data were collected from ten experts and subsequently analyzed using content analysis. The research findings were as follows: 1. The ethical leadership of school administrators and teachers’ conduct based on professional code under the SESAO - BKN, as perceived by participants, were at a high level overall and in each aspect. 2. The comparative analysis revealed that participants with different job positions exhibited statistically significant differences in their perceptions regarding school administrators’ ethical leadership and teachers’ conduct based onprofessional code. However, no significant differences were found when classified by school sizes. 3. A statistically significant positive relationship was observed between school administrators’ ethical leadership and teachers’ conduct based on professional code, indicating a high degree of correlation (rxtyt = 0.807) at the 0.01 level of significance. 4. Five aspects of school administrators’ ethical leadership - namely Respect, Responsibility, Honesty, Fairness, and Trust - could jointly predict teachers' conduct based on professional code at the 0.01 level of statistical significance. These variables accounted for 87.90% of the variance. The best predictor was Respect (X5), with a predictive regression coefficient of 0.726. 5. The proposed guidelines for developing school administrators’ ethical leadership suggest that: 1) Fairness: Administer operations with transparency and impartiality, allocate resources equitably, and conduct evaluations fairly; 2) Accountability: Accept the consequences of decisions, serve as a positive role model, and assume responsibility; 3) Integrity: Adhere to good-governance principles; ensure actions are auditable and free from conflicts of interest; 3) Trust: Maintain honesty, foster psychological safety, and delegate authority appropriately; and 4) Respect: Uphold human dignity, listen to stakeholders’ views, and act supportively and collegially to staff.
