การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์ หาอำนาจพยากรณ์ และหาแนวทางการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารที่ส่งผลต่อการบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วยผู้บริหารสถานศึกษา หัวหน้าฝ่ายวิชาการ และครูผู้สอน ปีการศึกษา 2567 จำนวน 344 คน จากจำนวน 91 โรงเรียน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกนโดยใช้การสุ่มแบบหลายขั้นตอน (Multi - stage Random Sampling) เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ประกอบด้วย แบบสอบถามเกี่ยวกับภาวะผู้นำทางวิชาการของผู้บริหารมีอำนาจจำแนกอยู่ระหว่าง 0.30 - 0.85 มีค่าความเชื่อมั่นเท่ากับ 0.96 แบบสอบถามเกี่ยวกับการบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษามีอำนาจจำแนกอยู่ระหว่าง 0.37 – 0.99 มีค่าความเชื่อมั่นเท่ากับ 0.97 และแบบสัมภาษณ์แนวทางพัฒนาภาวะผู้นำทางวิชาการของผู้บริหาร สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน การทดสอบ F - test ส่วนการทดสอบขนาดของโรงเรียน ใช้การวิเคราะห์ความแปรปรวนทางเดียว การวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson’s Product - Moment Correlation Coefficient) และการวิเคราะห์การถดถอยพหุคูณแต่ละขั้นตอน (Stepwise Multiple Regression Analysis) ผลการวิจัยพบว่า 1. ภาวะผู้นำทางวิชาการของผู้บริหาร โดยรวมอยู่ในระดับมาก 2. การบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษา โดยรวมอยู่ในระดับมาก 3. ภาวะผู้นำทางวิชาการของผู้บริหาร ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้าฝ่ายวิชาการและครูผู้สอน จำแนกตามสถานภาพ ขนาดของโรงเรียนและประสบการณ์ในการปฏิบัติงาน โดยรวมและรายด้านไม่แตกต่างกัน 4. การบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษา ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้าฝ่ายวิชาการและครูผู้สอน จำแนกตามสถานภาพ และ ประสบการณ์ในการปฏิบัติงาน โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนจำแนกตามขนาดของโรงเรียน โดยรวมไม่แตกต่างกัน 5. ภาวะผู้นำทางวิชาการของผู้บริหารและการบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษา มีความสัมพันธ์กันทางบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีความสัมพันธ์อยู่ในระดับต่ำ (rxy = .247) 6. ภาวะผู้นำทางวิชาการของผู้บริหารที่ส่งผลต่อการบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษา อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ได้แก่ ด้านการนิเทศ กำกับติดตามการจัดการเรียนรู้ ด้านการพัฒนาวิชาชีพครูและบุคลากรด้านวิชาการและมีความคลาดเคลื่อนมาตรฐานของการพยากรณ์เท่ากับ +0.49 7. การวิจัยครั้งนี้ได้นำเสนอแนวทางการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารจำนวน 2 ด้าน ที่ส่งผลต่อการบริหารงานวิชาการสู่ความเป็นเลิศในยุคปกติใหม่ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 คือ ด้านการพัฒนาวิชาชีพครูและบุคลากรด้านวิชาการ และด้านการนิเทศ กำกับ ติดตามการจัดการเรียนรู้ ควรให้การส่งเสริมให้ผู้บริหารที่มีภาวะผู้นำทางวิชาการสูงจะเป็นแรงขับเคลื่อนสำคัญในการนำพาองค์กรให้ก้าวไปสู่ความเป็นเลิศทางวิชาการ
This research aimed to examine, compare, and determine the relationship, identify the predictive power, and establish guidelines for developing academic leadership of administrators affecting the academic administration toward excellence in the new normal era in schools under Sakon Nakhon Primary Education Area Office 2, The sample used in the research consisted of 344 participants from 99 schools, including school administrators, heads of academic administration departments. The sample was determined using the Krejci and Morgan table and multi-stage random sampling. The instruments for data collection comprised two sets of 5-point rating scale questionnaires. A set of questionnaires focused on the academic leadership of administrators, with the discriminative power ranging from 0.30 to 0.85 and the reliability of 0.96, and one on academic management toward excellence in the new normal era in schools, with the discriminative power ranging from 0.37 to 0.99 and the reliability of 0.97. The interviews were conducted on guidelines for the academic leadership development of administrators. The statistics for data analysis were frequency, percentage, mean, standard deviation, and F - test. The school size test was calculated using One-Way variance analysis, Pearson's product-moment correlation coefficient, and Stepwise multiple regression analysis. The findings were as follows: 1. The administrators’ academic leadership was at a high level overall. 2. The academic management toward excellence in the new normal era in schools was at a high level overall 3. The administrators’ academic leadership, as perceived by participants with different positions, school sizes, and work experience, showed no difference overall or in each aspect. 4. The academic administration toward excellence in the new normal era in schools, as perceived by participants with different positions and work experience, was statistically significant overall at the .01 level. Regarding school sizes, significances were observed at the .01 level of significance. 5. The administrators’ academic leadership and the academic administration for excellence in the new normal era in schools had a statistically significant positive correlation at the .01 level with a low correlation (rxy = .247). 6. The administrators’ academic leadership affecting academic administration for excellence in the new normal era in schools showed statistical significance at the .01 level in terms of supervision and monitoring in learning management and professional development of teachers and academic personnel. with a standard error of estimate of +0.49. 7. The proposed guidelines for developing administrators’ academic leadership affecting academic administration toward excellence within the new normal era in schools under Sakon Nakhon Primary Educational Service Area Office 2 comprise two aspects: Professional development of teachers and academic personnel and Supervision and monitoring in learning management. Administrators with strong academic leadership should be encouraged to serve as key driving forces in advancing organizations toward academic excellence.
