การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัยเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และหาแนวทางพัฒนาประสิทธิผลการบริหารงานวิชาการโรงเรียนขนาดเล็กสู่ความเป็นเลิศ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 ปีการศึกษา 2567 จำนวน 225 คน จากโรงเรียน 100 โรงเรียน การกำหนดขนาดของกลุ่มตัวอย่างใช้ตารางของเครจซี่และมอร์แกน สุ่มกลุ่มตัวอย่างโดยใช้การสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมาตราส่วน ประมาณค่า 5 ระดับ ประกอบด้วยแบบสอบถามสภาพปัจจุบัน สภาพที่พึงประสงค์ความต้องการจำเป็น และแนวทางพัฒนาประสิทธิผลการบริหารงานวิชาการโรงเรียนขนาดเล็ก สภาพปัจจุบันมีค่าอำนาจจำแนกอยู่ระหว่าง .365 - .943 และค่าความเชื่อมั่นเท่ากับ .950 และสภาพ ที่พึงประสงค์ มีค่าอำนาจจำแนกอยู่ระหว่าง .568 - .951 และค่าความเชื่อมั่นเท่ากับ .995 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น การวิเคราะห์ t - test และ One - way ANOVA และการคำนวณระดับความต้องการจำเป็นใช้วิธี Modified Priority Needs Index (PNImodified) ผลการวิจัย พบว่า 1. สภาพปัจจุบันประสิทธิผลการบริหารงานวิชาการโรงเรียนขนาดเล็กโดยรวม อยู่ในระดับมาก 2. สภาพที่พึงประสงค์ประสิทธิผลการบริหารงานวิชาการโรงเรียนขนาดเล็ก โดยรวม อยู่ในระดับมากที่สุด 3. ผลการเปรียบเทียบสภาพปัจจุบันประสิทธิผลการบริหารงานวิชาการ พบว่า โดยรวมมีความแตกต่างกัน โดยจำแนกตามสถานภาพการดำรงตำแหน่งและจำแนกตามระดับการศึกษา พบว่า โดยรวม ไม่แตกต่างกัน และจำแนกตามประสบการณ์ในการปฏิบัติงาน พบว่า โดยรวม มีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ ระดับ .05 4. ผลการศึกษาความต้องการจำเป็นแบบปรับปรุงประสิทธิผลการบริหารงานวิชาการ โดยเรียงลำดับความสำคัญของความต้องการจำเป็นที่มีค่าความต้องการจำเป็นสูงกว่าค่าความต้องการจำเป็นโดยรวม 0.172 โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย 4 ลำดับ ดังนี้ ด้านการเรียนการสอน (PNImodified = 0.307) ด้านแผนงานวิชาการ (PNImodified = 0.262) ด้านวิจัยเพื่อพัฒนาคุณภาพการศึกษา (PNImodified = 0.243) และด้านหลักสูตร (PNImodified = 0.190) 5. ผลการศึกษาแนวทางการพัฒนาประสิทธิผลการบริหารงานวิชาการโรงเรียนขนาดเล็กสู่ความเป็นเลิศ ประกอบด้วย 4 ด้าน ได้แก่ ด้านการเรียนการสอน ด้านแผนงานวิชาการ ด้านวิจัยเพื่อพัฒนาคุณภาพการศึกษา และด้านหลักสูตร
This research aimed to investigate the current and desired conditions, needs, and establish guidelines for enhancing the effectiveness of academic affairs administration in small schools toward excellence under Nakhon Phanom Primary Educational Service Area Office 2. The sample group consisted of 225 participants, including school administrators and teachers from 100 small schools in the 2024 academic year under Nakhon Phanom Primary Educational Service Area Office 2. The sample size was determined using Krejcie and Morgan's table and selected through stratified random sampling. The research instrument was a set of five - point Likert scale questionnaires, comprising sections on current conditions, desired conditions, needs, and guidelines for developing the effectiveness of academic affairs administration in small schools. The discriminative power of the current condition section ranged from .365 to .943, with a reliability of .950. For the desired condition section, the discriminative power ranged from .568 to .951, with a reliability of .995. Statistics used for data analysis were percentage, mean, standard deviation, t - test, One - Way ANOVA, and the Modified Priority Needs Index (PNImodified). The findings were as follows: 1. The current condition of the effectiveness of academic affairs administration in small schools was overall at a high level. 2. The desired condition of the effectiveness of academic affairs administration in small schools was overall at the highest level. 3. The comparison results revealed that overall current condition regarding the effectiveness of academic affairs administration in small schools showed differences. No significant differences were found in terms of participants’ positions or educational level. When classified by work experience, there was a statistical difference at the .05 level of significance. 4. The analysis of prioritized needs using the modified priority needs index (overall average = 0.172) showed four areas with higher needs than the average. These were, in descending order: Teaching and Learning (PNImodified = 0.307), Academic Planning (PNImodified = 0.262), Research for Educational Quality Development (PNImodified = 0.243), and Curriculum (PNImodified = 0.190). 5. The guidelines for developing the effectiveness of academic affairs administration of small schools toward excellence were proposed, encompassing four key aspects: Teaching and Learning, Academic Planning, Research for Educational Quality Development, and Curriculum.
