การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษาภาพอนาคตภาวะผู้นำทางการศึกษาของนายกเทศมนตรีเทศบาลตำบล ในจังหวัดกาฬสินธุ์ ตามความคิดเห็นของผู้เชี่ยวชาญ การดำเนินการวิจัยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง ระยะที่ 2 การศึกษาฉันทามติของผู้เชี่ยวชาญเกี่ยวกับภาพอนาคตภาวะผู้นำทางการศึกษาของนายกเทศมนตรีเทศบาลตำบล ในจังหวัดกาฬสินธุ์ ระยะที่ 3 การประชุมกลุ่มย่อยผู้ทรงคุณวุฒิเพื่อตรวจภาพอนาคตสอบภาวะผู้นำทางการศึกษาของนายกเทศมนตรีเทศบาลตำบล ในจังหวัดกาฬสินธุ์ โดยการตรวจสอบและยืนยันโดยผู้ทรงคุณวุฒิ ในด้านความเป็นไปได้ ผลการวิจัยพบว่า 1. ภาพอนาคตภาวะผู้นำทางการศึกษาของนายกเทศมนตรีเทศบาลตำบล ในจังหวัดกาฬสินธุ์ มี 6 ด้าน 60 ตัวชี้วัด ดังนี้ 1.1 ด้านวิสัยทัศน์ คือความสามารถในการกำหนดทิศทางที่ชัดเจนสำหรับอนาคตขององค์กรและจูงใจให้ทีมงานร่วมกันสร้างสรรค์และเปลี่ยนแปลงเพื่อให้บรรลุเป้าหมายนั้น 1.2 ด้านเทคโนโลยีดิจิทัล คือ ความสามารถใช้เทคโนโลยี และนำความรู้ด้านเทคโนโลยีมาใช้ในการบริหารองค์การให้เจริญก้าวหน้า สามารถเป็นแบบอย่างและแรงผลักดันให้คนในองค์กรพัฒนาตนเองได้ 1.3 ด้านความคิดสร้างสรรค์ คือ พฤติกรรมการแสดงออกถึงความสามารถในการจูงใจหรือนำบุคคลอื่นอย่างมีวิสัยทัศน์ 1.4 ด้านบริหารจัดการ คือ ความสามารถของผู้นำในการชี้นำและบริหารจัดการองค์กรให้บรรลุเป้าหมาย 1.5 ด้านคุณธรรมและความโปร่งใส คือ การนำพาองค์กรโดยยึดหลักจริยธรรม ซื่อสัตย์ ยุติธรรม และเปิดเผย ซึ่งจะช่วยสร้างความไว้วางใจความน่าเชื่อถือและสภาพแวดล้อมการทำงานที่ดี และ 1.6 ด้านความร่วมมือ คือ ความสามารถด้านการสร้างสัมพันธ์ภาพที่ดีในการทำงานร่วมกับผู้อื่นได้ การประสานความร่วมมือการทำงานร่วมกันเป็นเครือข่ายทำงานเป็นทีม 2. ผลการยืนยันภาพอนาคตภาวะผู้นำทางการศึกษาของนายกเทศมนตรีเทศบาลตำบล ในจังหวัดกาฬสินธุ์ พบว่า มีความเป็นไปได้ทั้ง 6 ด้าน
This research aimed to examine the future scenarios of educational leadership of mayors of subdistrict municipalities in Kalasin Province based on experts’ opinions. The research was conducted in three phases: Phase 1 involved analyzing relevant documents; Phase 2 involved studying the consensus of experts regarding the future scenarios of educational leadership of mayors of subdistrict municipalities in Kalasin Province. Phase 3: Focus group meetings to examine the future scenarios of educational leadership of subdistrict municipalities in Kalasin Province. This involved verification and confirmation by experts regarding feasibility. The research findings revealed that: 1. The future scenarios of educational leadership of mayors’ subdistrict municipalities in Kalasin Province comprised six dimensions and 60 variables, including: 1.1 Vision refers to the ability to establish a clear direction for the organization’s future and to motivate team members to collaboratively innovate and enact change to achieve that vision. 1.2 Digital Technology refers to the ability to effectively utilize technology and apply technological knowledge in organizational management to foster progress, as well as to serve as a role model and driving force that encourages personnel to develop themselves. 1.3 Creativity refers to the behavioral expression of the ability to inspire or lead others with vision. 1.4 Management refers to the leader’s ability to direct and manage the organization effectively toward the achievement of its goals. 1.5 Ethics and Transparency refer to leading the organization based on ethical principles, honesty, fairness, and openness, which contribute to building trust, credibility, and a positive working environment. 1.6 Cooperation refers to the ability to build positive interpersonal relationships, coordinate effectively, and work cooperatively with others through teamwork and professional networks. 2. The validation of the future scenarios of educational leadership of mayors’ sub - district municipalities in Kalasin Province showed that all six dimensions were feasible.
