การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารโรงเรียนดีใกล้บ้านสังกัดสำนักงานคณะกรรมการ การศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ 2) สร้างกลยุทธ์การบริหารโรงเรียนดีใกล้บ้าน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ 3) ประเมินกลยุทธ์การบริหารโรงเรียนดีใกล้บ้าน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ การวิจัยครั้งนี้เป็นการวิจัยเชิงนโยบาย (Policy Research) ดำเนินการ 3 ระยะ คือ ระยะที่ 1 ศึกษาข้อมูลพื้นฐานเกี่ยวกับการบริหารโรงเรียนดีใกล้บ้าน ระยะที่ 2 สร้างกลยุทธ์การบริหารโรงเรียนดีใกล้บ้าน ระยะที่ 3 การประเมินกลยุทธ์การบริหารโรงเรียนดีใกล้บ้าน กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารโรงเรียนดีใกล้บ้าน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ ปีการศึกษา 2566 จำนวน 264 คนซึ่งได้มาโดยใช้ตารางของ Krejcie and Morgan (1970)ในการกำหนดขนาดตัวอย่าง เครื่องมือวิจัยตรวจสอบโดยผู้เชี่ยวชาญ จำนวน 10 ท่าน จากการตรวจสอบความเที่ยงตรง เชิงเนื้อหา พบว่าค่าเฉลี่ยของดัชนีความสอดคล้องรายข้ออยู่ระหว่าง .90 - 1.00 วิเคราะห์ ข้อมูลโดยใช้ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1. สภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารงานโรงเรียนดีใกล้บ้าน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ พบว่า โดยรวมอยู่ในระดับมากทุกด้าน โดยเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อยได้ดังนี้ 1) ด้านการบริหารงานวิชาการ 2) ด้านการบริหารงานบุคคล 3) ด้านการบริหารงานงบประมาณและ 4) ด้านการบริหารงานทั่วไป 2. กลยุทธ์การบริหารโรงเรียนดีใกล้บ้าน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ มี 6 องค์ประกอบ คือ 1) การกำหนดวิสัยทัศน์ 2) การกำหนดพันธกิจ 3) การกำหนดเป้าประสงค์ 4) การกำหนดแผนกลยุทธ์ 5) การกำหนดแผน โครงการและกิจกรรม 6) การกำหนดตัวชี้วัด และกลยุทธ์การบริหารโรงเรียนดีใกล้บ้าน มี 4 กลยุทธ์ดังนี้ 1) กลยุทธ์ด้านการบริหารงานวิชาการ ประกอบด้วย 15 เป้าประสงค์ 31 โครงการ 94 กิจกรรม 2) กลยุทธ์ด้านการบริหารงานบุคคล ประกอบด้วย 12 เป้าประสงค์ 17 โครงการ 75 กิจกรรม 3) กลยุทธ์ด้านการบริหารงานงบประมาณ ประกอบด้วย 15 เป้าประสงค์ 22 โครงการ 119 กิจกรรม และ 4) กลยุทธ์ด้านการบริหารงานทั่วไป ประกอบด้วย 10 เป้าประสงค์ 12 โครงการ 74 กิจกรรม 3. การประเมินกลยุทธ์ โดยอิงผู้เชี่ยวชาญและการจัดประชาพิจารณ์ พบว่า โดยรวมอยู่ในระดับมากที่สุดเมื่อพิจารณาเป็นรายด้านอยู่ในระดับมากที่สุดทุกด้านเรียงลำดับจากมากไปหาน้อยดังนี้ด้านอรรถประโยชน์ ด้านความเป็นไปได้ ด้านความเหมาะสม และด้านความถูกต้อง
The purposes of this research were to 1) examine the current and desired conditions and need assessment for Nearby Good Schools’ administration under the Office of the Basic Education Commission (OBEC) in the Northeastern Region, 2) establish the administrative strategies for Nearby Good Schools, and 3) evaluate the administrative strategies for Nearby Good Schools under the OBEC in the Northeastern Region. This policy research was performed in three phases: Phase I was a survey seeking basic information concerning administrative strategies for Nearby Good Schools. Phase II was related to establishing the administrative strategies for Nearby Good Schools, and Phase III was related to evaluating the administrative strategies for Nearby Good Schools, with the sample of 264 school administrators from the Nearby Good Schools under the OBEC in the Northeastern Region, in the 2023 academic year. The sample size was determined using the Krejcie and Morgan 1970 formula for sample size calculation. The research tools were validated by ten experts using the item-objective congruence index, with values ranging from 0.90-1.00. Data were analyzed using frequency, percentage, mean, and standard deviation. The findings revealed that: 1. The current and desired conditions of Nearby Good Schools underthe OBEC in the northeastern region revealed that overall, all aspects reached a high level, ranging accordingto the needs from high to low mean scores: 1) Academic affairs administration, 2) Personnel administration, 3) Budget administration, and 4) General administration. 2. The administrative strategies for Nearby Good Schools under the OBEC in the northeastern region consisted of six components: 1) Determining visions, 2) Creating mission, 3) Formulating goals,4) Developing strategy plans, 5) Creating project plans, and activities, and 6) formulating indicators. The administrative strategies for Nearby Good Schools covered four strategies: 1) Academic affairs administration, comprising 15 goals, with 31 projects and 94 activities; 2) Personnel administration encompassing 12 goals, with 17 projects and 75 activities; 3) Budget administration including 15 goals, with 22 projects and 119 activities; and 4) General administration containing 10 goals, with 12 projects and 74 activities. 3. The evaluation of the strategy was based on input from experts and public hearings. Overall, the strategies received the highest ratings. Each aspect was assessed at the highest-level ranging from high to low scores as follows: utility, feasibility, appropriateness, and accuracy.
