การวิจัยครั้งนี้มีความมุ่งหมายเพื่อประเมินความต้องการจำเป็นในการเสริมสร้างเครือข่ายความร่วมมือทางวิชาการของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร กลุ่มตัวอย่าง เป็นผู้บริหารโรงเรียนและครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร จำนวน 352 คน ได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ ด้านสภาพปัจจุบันมีค่าความเที่ยงตรง ระหว่าง 0.60 – 1.00 ค่าอำนาจจำแนก ระหว่าง 0.38 – 0.86 และค่าความเชื่อมั่น 0.96 และด้านสภาพที่ควรจะเป็นมีค่าความเที่ยงตรง ระหว่าง 0.60 – 1.00 ค่าอำนาจจำแนก ระหว่าง 0.64 – 0.88 และค่าความเชื่อมั่น 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีลำดับความสำคัญของความต้องการจำเป็น ผลการวิจัยพบว่า 1. เครือข่ายความร่วมมือทางวิชาการ มี 6 องค์ประกอบ ได้แก่ 1) การมีวิสัยทัศน์ร่วมกัน 2) การพัฒนาสมาชิกเครือข่าย 3) ความสนใจหรือผลประโยชน์ร่วมกัน 4) การมีส่วนร่วมของสมาชิกเครือข่าย 5) กระบวนการบริหารเครือข่าย และ 6) การติดตามประเมินผลงานของเครือข่าย ทุกองค์ประกอบมีความเหมาะสมโดยรวมและรายด้านอยู่ในระดับมากที่สุด 2. สภาพปัจจุบันของเครือข่ายความร่วมมือทางวิชาการของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร โดยรวมอยู่ในระดับมาก ส่วนสภาพที่ควรจะเป็นของเครือข่ายความร่วมมือทางวิชาการของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร โดยรวมอยู่ในระดับมากที่สุด 3. ความต้องการจำเป็นในการเสริมสร้างเครือข่ายความร่วมมือทางวิชาการของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร มีค่าดัชนีความสำคัญของความต้องการจำเป็นโดยรวมเท่ากับ 0.133 (PNImodified = 0.133) โดยด้านที่มีค่า PNImodified สูงสุด 3 อันดับแรก ได้แก่ การมีส่วนร่วมของสมาชิกเครือข่าย การพัฒนาสมาชิกเครือข่าย และความสนใจหรือผลประโยชน์ร่วมกัน 4. แนวทางการเสริมสร้างเครือข่ายความร่วมมือทางวิชาการของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร ตามแนวคิด OKRs มี 3 ด้าน ได้แก่ การมีส่วนร่วมของสมาชิกเครือข่าย การพัฒนาสมาชิกเครือข่าย และความสนใจหรือผลประโยชน์ร่วมกัน ประกอบด้วย 3 วัตถุประสงค์ 9 ผลลัพธ์หลัก และ30 แนวทางการพัฒนาซึ่งมีความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด
This research aimed to assess the strengthening of the academic affairs collaboration network of schools under the Secondary Educational Service Area Office Sakon Nakhon. The sample consisted of 352 school administrators and teachers under the Secondary Educational Service Area Office Sakon Nakhon, who selected using multi-stage random sampling. The research instrument was a five-point rating scale questionnaire, which the part of current state indicated validity index ranged from 0.60 - 1.00, discrimination power index ranged from 0.38 - 0.86, and reliability index was at 0.96, whereas the desirable stated showed validity index ranged from 0.60 - 1.00, discrimination power index ranged from 0.64 - 0.88, and reliability index was at 0.98. The statistics used in data analysis were frequency, percentage, mean, standard deviation and Modified Priority Needs Index. The findings were as follows. 1. The academic affairs collaboration network comprised six components, namely 1) shared vision 2) network member development 3) common interests or mutual benefits 4) network members participation 5) network management process, and 6) monitoring and evaluation of network performance. The overall and individual component suitability of the academic affairs collaboration network was at the highest level. 2. The current state of the academic affairs collaboration network of schools under the Secondary Educational Service Area Office Sakon Nakhon was rated at high level, whereas the desirable state was rated at the highest level. 3. The overall priority needs of the strengthening the academic affairs collaboration network was at 0.133. The three components ranked from the highest priority needs were 1) network members participation, 2) network member development and 3) common interests or mutual benefits. 4. The guidelines for strengthening the academic affairs collaboration network based on the Objectives and Key Results framework consisted of three dimensions, namely network members participation, network member development, and common interests or mutual benefits. The guidelines composed of three Objectives, nine Key Results and 30 development guidelines. These guidelines demonstrated the highest level of propriety.
