การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาตัวบ่งชี้สมรรถนะครูพลศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบึงกาฬ การดำเนินการวิจัยแบ่งออกเป็น 3 ระยะ ประกอบด้วยระยะที่ 1 การพัฒนาตัวบ่งชี้สมรรถนะครูพลศึกษา ระยะที่ 2 การตรวจสอบความสอดคล้องของโมเดลโครงสร้างตัวบ่งชี้สมรรถนะครูพลศึกษาที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ และระยะที่ 3 การพัฒนาคู่มือการใช้ตัวบ่งชี้สมรรถนะครูพลศึกษา กลุ่มตัวอย่างเป็นผู้บริหารสถานศึกษา หัวหน้าวิชาการ และครูพลศึกษาในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบึงกาฬ ปีการศึกษา 2568 รวมทั้งสิ้น 155 คน ประกอบด้วยผู้บริหารสถานศึกษา จำนวน 65 คน หัวหน้าวิชาการ 25 คนและครูพลศึกษา จำนวน 65 คน การได้มาของกลุ่มตัวอย่างใช้การสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงระหว่าง 0.60-1.00 ค่าอำนาจจำแนกระหว่าง 0.28–0.72 และค่าความเชื่อมั่น 0.94 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์องค์ประกอบเชิงยืนยัน ผลการวิจัยพบว่า 1. ตัวบ่งชี้สมรรถนะครูพลศึกษามี 6 ตัวบ่งชี้ ได้แก่ 1) ความรู้วิชาการ การจัดการเรียน การสอนทักษะทางการกีฬาและการออกกำลังกาย 2) การพัฒนาตนเองในความเป็น ครูพลศึกษา 3) การสื่อสารและการมีมนุษยสัมพันธ์กับทั้งนักเรียน ผู้ปกครอง เพื่อนครู และผู้บริหาร 4) การส่งเสริมพัฒนาผู้เรียนโดยเน้นผู้เรียนเป็นสำคัญ 5) การวิจัย และ 6) คุณธรรม จริยธรรม โดยทุกตัวบ่งชี้มีความเหมาะสมอยู่ในระดับมากที่สุด 2. โมเดลโครงสร้างตัวบ่งชี้สมรรถนะครูพลศึกษาที่พัฒนาขึ้นมีความสอดคล้องกับข้อมูลเชิงประจักษ์ (Chi-Square = 4.290, df = 8, p-value = 0.830, RMSEA = 0.000, RMR = 0.00645, GFI = 0.991, AGFI=0.977) โดยตัวบ่งชี้มีค่าน้ำหนักองค์ประกอบมาตรฐานตั้งแต่ 0.055-1.011 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3. คู่มือการใช้ตัวบ่งชี้สมรรถนะครูพลศึกษา โดยภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
The purpose of this research was to develop indicators of physical education teacher competency in schools under the Secondary Educational Service Area Office Bueng Kan. The research process was divided into three phases. Phase: 1) identifying the physical education teacher competency indicators; 2) examining the goodness-of-fit of the structural model with empirical data; and 3) developing a manual for implementing the indicators. The sample consisted of 155 participants, comprising 65 school administrators, 25 heads of academic affairs, and 65 physical education teachers, selected using stratified random sampling in academic year 2025. The research instrument was a five-point Likert scale questionnaire, which indicated a validity index ranged between 0.60–1.00, discrimination power index ranged between 0.28-0.72, and reliability index was at 0.94. the collected data were analyzed using frequency, percentage, mean, standard deviation, Pearson’s correlation coefficient, and Confirmatory Factor Analysis. The research findings revealed that, 1. The physical education teacher competency indicators consisted of six components, name;y 1) academic knowledge and instructional management in sports and physical exercise; 2) professional self-development; 3) communication and interpersonal relationships; 4) learner-centered student development, 5) research; and 6) morality and ethics. All indicators were rated at the highest level of propriety. 2. The structural model of the developed indicators showed high congruence with the empirical data (x2= 4.290, df = 8, p-value = 0.830, RMSEA = 0.000, RMR = 0.00645, GFI = 0.991, AGFI = 0.977). Standardized factor loadings ranged from 0.055 to 1.011. All significant indicators showed statistical significance at .01. 3. The manual for using the indicators was evaluated, in overall, at the highest level of propriety.
