การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความต้องการจำเป็น และแนวทางการพัฒนาองค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 โรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางของ เครจซี่และมอร์แกน ประกอบด้วย ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ที่ปฏิบัติงานในปีการศึกษา 2568 จำนวน 325 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 65 คน และครูผู้สอน 260 คน จากโรงเรียน 65 โรงเรียน โดยใช้วิธีการสุ่มแบบหลายขั้นตอน (Multi–stage Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ โดยแบบสอบถามสภาพปัจจุบันของความเป็นองค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 โรงเรียนขยายโอกาสทางการศึกษา มีค่าอำนาจจำแนกอยู่ระหว่าง 0.524–0.881 และมีค่าความเชื่อมั่นเท่ากับ 0.899 และแบบสอบถามสภาพที่พึงประสงค์ของความเป็นองค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 โรงเรียนขยายโอกาสทางการศึกษา มีค่าอำนาจจำแนก อยู่ระหว่าง 0.585–0.909 และมีค่าความเชื่อมั่น 0.917 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบสมมติฐานใช้สถิติการทดสอบค่าสถิติที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA) และการคำนวณความต้องการจำเป็นใช้วิธี Modified Priority Needs Index (PNImodified) ผลการวิจัยพบว่า 1. สภาพปัจจุบันและสภาพที่พึงประสงค์ขององค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 โรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 อยู่ในระดับมากและมากที่สุด 2. สภาพปัจจุบันและสภาพที่พึงประสงค์ขององค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 โรงเรียนขยายโอกาสทางการศึกษา จำแนกตามสถานภาพการดำรงตำแหน่ง โดยรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จำแนกตามอำเภอที่ตั้ง โดยรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และจำแนกตามประสบการณ์ในการปฏิบัติงาน โดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 3. ความต้องการจำเป็นในการพัฒนาความเป็นองค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 โรงเรียนขยายโอกาสทางการศึกษา โดยพิจารณาจากค่าดัชนีความต้องการจำเป็น (PNImodified) จากมากไปหาน้อย ดังนี้ ด้านการมีวิสัยทัศน์ร่วมในการสร้างนวัตกรรมการเรียนรู้ ด้านการคิดอย่างเป็นระบบในการจัดการเรียนรู้ที่มีประสิทธิภาพ ด้านการเป็นบุคคลรอบรู้เท่าทันการเปลี่ยนแปลง ด้านการมีแบบแผนทางความคิดและมีคุณธรรม จริยธรรม ด้านการประยุกต์ใช้เทคโนโลยีดิจิทัลในการบริหารงาน และด้านการเรียนรู้ร่วมกันเป็นทีมและการประสานเครือข่ายความร่วมมือ 4. แนวทางการพัฒนาความเป็นองค์กรแห่งการเรียนรู้ในศตวรรษที่ 21ที่ได้จากการจัดลำดับความต้องการจำเป็น 3 ด้าน โดยสรุปข้อเสนอแนะจากการสัมภาษณ์ผู้ทรงคุณวุฒิ คือ 1) ด้านการมีวิสัยทัศน์ร่วมในการสร้างนวัตกรรมการเรียนรู้ โรงเรียนควรวางแผนกลยุทธ์และแปลงวิสัยทัศน์สู่การปฏิบัติการสร้างนวัตกรรม 2) ด้านการคิดอย่างเป็นระบบในการจัดการเรียนรู้ที่มีประสิทธิภาพ โรงเรียนควรส่งเสริมการคิดและการตัดสินใจร่วมกันอย่างเป็นระบบ และ 3) ด้านการเป็นบุคคลรอบรู้เท่าทันการเปลี่ยนแปลง โรงเรียนควรส่งเสริมให้บุคลากรติดตามข้อมูล เทคโนโลยี และนวัตกรรมการเรียนรู้ใหม่ ๆ อย่างต่อเนื่อง เพื่อให้สามารถปรับตัวและตอบสนองต่อการเปลี่ยนแปลงได้ทันเวลา
This research aimed to examine, compare, and identify needs and guidelines for developing a learning organization in the 21st century in educational opportunity extension schools under Sakon Nakhon Primary Educational Service Area Office 1 (SNK-PESAO 1). The research sample, obtained through multi-stage random sampling, comprised 325 participants, including 65 school administrators and 260 teachers from 65 schools under SNK-PESAO 1, during the 2025 academic year. The research instruments included questionnaires and interview forms. The questionnaire assessing the current condition regarding a learning organization in the 21st century in educational opportunity extension exhibited the discriminative power values, ranging from 0.524 to 0.881, with the reliability coefficient of 0.899, whereas the desired condition had the discriminative power values, ranging from 0.585 to 0.909, with the reliability coefficient of 0.917. Statistics for data analysis included frequency, percentage, mean, standard deviation, t-test for Independent Samples, One-Way ANOVA F-test. and the modified priority needs index (PNImodified). The research results revealed that: 1. The current and desired conditions of a learning organization in the 21st century in educational opportunity extension schools under SNK-PESAO 1 was at a high level, and at the highest level, respectively. 2. The current and desired conditions of a learning organization in the 21st century in educational opportunity extension schools, when classified by participants’ positions and work experience, showed overall significant differences at the 0.01 level. When classified by district location, overall significant differences were found at the 0.05 level. 3. The needs for developing a learning organization in the 21st century in educational opportunity extension schools were prioritized from highest to lowest as follows: having a shared vision in creating learning innovations; systematic thinking for organizing effective learning management; being a well-versed person to keep up with changes; possessing appropriate mindsets along with morality and ethics in responding to change; applying digital technology in work management; and engaging in team learning and collaborative networking. 4. The guidelines for developing a learning organization in the 21st century, based on the prioritized needs identified from scholars’ interviews, comprised three aspects: 1) In terms of having the shared vision into creating learning innovations, schools should develop strategic plans, translate vision into actionable practices, and promote the creation of educational innovations. 2) Regarding systematic thinking in effective learning management, schools should promote systematic and collaborative thinking processes to support informed decision-making. 3) With respect to being a well-versed person to keep up with changes, schools should encourage personnel to continuously update their knowledge of new information, technologies, and learning innovations to adapt and respond to changes in a timely manner.
