การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ความต้องการจำเป็นและแนวทางการพัฒนาสมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ประกอบด้วย ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ที่ปฏิบัติงานในปีการศึกษา 2568 จำนวน 334 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 104 คน และครูผู้สอน 230 คน จากโรงเรียน 104 โรงเรียน โดยใช้วิธีการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามและแบบสัมภาษณ์ คุณภาพของเครื่องมือแบบสอบถามสภาพปัจจุบันของสมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 มีค่าอำนาจจำแนกอยู่ระหว่าง 0.783 - 0.964 และมีค่าความเชื่อมั่นเท่ากับ 0.988 สภาพที่พึงประสงค์ของสมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 มีค่าอำนาจจำแนก อยู่ระหว่าง 0.769 - 0.972 และมีค่าความเชื่อมั่น 0.989 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ความถี่ ใช้สถิติที (t-test ชนิด Independent Samples) ใช้การทดสอบเอฟ (F-test) แบบการวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA) และการวิเคราะห์ค่าดัชนีจัดเรียงลำดับความต้องการจำเป็นแบบปรับปรุง (Modified Priority Needs Index; PNI modified) ผลการวิจัยพบว่า 1. สภาพปัจจุบันของสมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน อยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ อยู่ในระดับมากที่สุด 2. สมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง มีความคิดเห็นต่อสภาพปัจจุบันและสภาพที่พึงประสงค์ โดยรวมไม่แตกต่างกัน จำแนกตามขนาดสถานศึกษา มีความคิดเห็นต่อสภาพปัจจุบัน โดยรวมไม่แตกต่างกัน ส่วนสภาพที่พึงประสงค์ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และจำแนกตามประสบการณ์ในการปฏิบัติงาน มีความคิดเห็นต่อสภาพปัจจุบัน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนสภาพที่พึงประสงค์ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3. ผลการศึกษาความต้องการจำเป็นของสมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 โดยพิจารณาเรียงลำดับความสำคัญของความต้องการจำเป็นจากมากไปหาน้อย ดังนี้ ด้านการสื่อสารและจูงใจ ด้านการใช้เทคโนโลยีดิจิทัล ด้านการมีวิสัยทัศน์สู่การเปลี่ยนแปลง ด้านการมีคุณธรรม จริยธรรมและจรรยาบรรณวิชาชีพ ด้านการมีมนุษยสัมพันธ์ และด้านการมีความคิดริเริ่มสร้างสรรค์ 4. แนวทางการพัฒนาสมรรถนะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ที่ต้องพัฒนาตามลำดับความต้องการจำเป็น 3 อันดับแรก มีแนวทางพัฒนาดังนี้ 1) ด้านการสื่อสารและจูงใจ คือ สื่อสารวิสัยทัศน์และเป้าหมายองค์กรให้ชัดเจนต่อเนื่องผ่านสื่อเทคโนโลยีที่หลากหลาย พัฒนาทักษะการพูดและการเขียน ใช้ศิลปะการโน้มน้าวใจเพื่อสร้างแรงบันดาลใจในการปฏิบัติงาน เน้นการสื่อสารสองทางเพื่อรับฟังความคิดเห็น และสร้างบรรยากาศกัลยาณมิตรภายในสถานศึกษา 2) ด้านการใช้เทคโนโลยีดิจิทัล คือ นำระบบสารสนเทศ (Big Data) มาใช้บริหารจัดการและวางแผนกลยุทธ์เชิงข้อมูล ใช้แพลตฟอร์มดิจิทัลในการติดตามและนิเทศงานอย่างเป็นระบบ สนับสนุนการใช้นวัตกรรมดิจิทัลเพื่อเพิ่มประสิทธิภาพการเรียนการสอน พัฒนาโครงสร้างพื้นฐานดิจิทัลให้มีเสถียรภาพ และกำหนดมาตรการความปลอดภัยทางไซเบอร์อย่างมีจริยธรรม 3) ด้านการมีวิสัยทัศน์สู่การเปลี่ยนแปลง คือ กำหนดทิศทางสถานศึกษาให้ทันต่อการเปลี่ยนแปลงของโลกศตวรรษที่ 21 และนโยบายชาติ วางแผนเชิงรุก (Proactive Planning) โดยใช้ข้อมูลสารสนเทศคาดการณ์อนาคต เปิดโอกาสให้ทุกภาคส่วนมีส่วนร่วมระดมสมองกำหนดวิสัยทัศน์ สร้างวัฒนธรรมองค์กรที่ยืดหยุ่นพร้อมรับวิกฤต และกล้านำนวัตกรรมใหม่มาใช้เพื่อการพัฒนาที่ยั่งยืน
The purpose of this research was to investigate the needs assessment and guidelines for Administrators’ Competency in 21st Century Development under Sakon Nakhon Primary Educational Service Area Office 2. The sample consisted of 334 participants, including 104 school administrators and 230 teachers from 104 schools under Sakon Nakhon Primary Educational Service Area Office 2 in the 2025 academic year, selected through Stratified Random Sampling. The research instruments included a set of questionnaires and an interview form on the current and desirable conditions of Administrators’ Competency in the 21st Century, with the discriminative power ranging from 0.783 to 0.964, and from 0.769 to 0.972, and the reliability rates of 0.988 and 0.989, respectively. The statistics for data analysis involved mean, standard deviation, frequency, Independent Samples t-test, One-Way ANOVA, and Modified Priority Needs Index (PNI modified). The findings were as follows: 1. The current conditions of Administrators’ Competency in 21st Century Development Under Sakon Nakhon Primary Educational Service Area Office 2, as perceived by school administrators and teachers, were rated at the high level, while the desirable conditions were at the highest level. 2. Competency development of school administrators in the 21st Century Under Sakon Nakhon Primary Educational Service Area Office 2, classified by school administrators’ and teachers’ positions, in terms of current and desirable conditions, as a whole, were not different. Classified by school size, in term of current conditions, as a whole, there were not differences, but in term of desirable conditions, there were differences at the .01 level of significance. Classified by work experience, in term of current conditions, there were differences at the .01 level of significance, and in term of desirable conditions, there were differences at the .05 level of significance. 3. The results of the study of the needs and necessities of educational institution administrators' competencies in the 21st Century Under Sakon Nakhon Primary Educational Service Area Office 2 By considering the order of importance of needs from the most to the least as follows: Communication and Motivation, Digital Technology Usage, Visionary for Change, Moral Ethics and Professional Ethics, Human Relations, and Creative Thinking. 4. The school administrators’ competencies in the 21st century under Sakon Nakhon Primary Educational Service Area Office Area 2 in terms of the first three prioritized needs were rated as needing development. The guidelines for improving the aforementioned variables consisted of the following: 1) Communication and Motivation through clear and continuous communication of vision and organizational goals via various technological media, developing speaking and writing skills, utilizing the art of persuasion to inspire work performance, focusing on two-way communication to receive feedback, and creating a friendly atmosphere within the school; 2) Digital Technology Utilization focusing on using Information Systems (Big Data) for management and data-driven strategic planning, using digital platforms for systematic monitoring and supervision, supporting digital innovation to increase teaching and learning efficiency, developing stable digital infrastructure, and establishing ethical cyber security measures; 3) Visionary Leadership for Change through setting school directions in line with 21st-century global trends and national policies, proactive planning using information technology for future forecasting, providing opportunities for all stakeholders to participate in brainstorming sessions to define the vision, creating a flexible organizational culture ready for crises, and courageously adopting new innovations for sustainable development.
