การวิจัยครั้งนี้มีความมุ่งหมายการวิจัยเพื่อศึกษาปัจจัยคัดสรรทางการบริหารในยุค BANI WORLD ที่ส่งผลต่อประสิทธิผลการบริหารงานโรงเรียน สำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 2 กลุ่มตัวอย่างการวิจัยได้แก่ ผู้อำนวยการโรงเรียน 60 คนและ ครูผู้สอน 256 คน รวมทั้งสิ้น 316 คน ปีการศึกษา 2567 ด้วยวิธีการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในวิจัย คือแบบสอบถามปัจจัยคัดสรรทางการบริหารในยุค BANI WORLD ที่ส่งผลต่อประสิทธิผลการบริหารงานโรงเรียน ชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยมีค่าอำนาจจำแนกระหว่าง 0.398 - 0.795 และมีค่าความเชื่อมั่นเท่ากับ 0.930 และประสิทธิผลการบริหารโรงเรียน มีค่าอำนาจจำแนกอยู่ระหว่าง 0.341 - 0.826 และค่าความเชื่อมั่นเท่ากับ 0.941 สถิติที่ใช้ในการวิจัยได้แก่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน สถิติทดสอบค่าเอฟ (F - test) แบบการวิเคราะห์ความแปรปรวนทางเดียว (One - Way ANOVA) หากพบความแตกต่างของค่าเฉลี่ยจะทำการทดสอบเป็นรายคู่โดยใช้วิธีของ Scheffe's Method สัมประสิทธิ์สหสัมพันธ์อย่างง่าย (Pearson's Product - Moment Correlation Coefficient) และสมการถดถอยเพื่อพยากรณ์ (Stepwise Multiple Regression analysis) ผลการวิจัยพบว่า 1. ปัจจัยคัดสรรทางการบริหารในยุค BANI WORLD ที่ส่งผลต่อประสิทธิผลการบริหารงานโรงเรียนและประสิทธิผลการบริหารงานโรงเรียน โดยรวมอยู่ในระดับมาก 2. ประสิทธิผลการบริหารงานโรงเรียน ตามความคิดเห็นของผู้อำนวยการโรงเรียน และครูผู้สอน โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่า อยู่ในระดับมากทุกด้าน 3. ผลการเปรียบเทียบปัจจัยคัดสรรทางการบริหารในยุค BANI WORLD โดยรวม ไม่แตกต่างกัน 4. ปัจจัยคัดสรรทางการบริหารในยุค BANI WORLD รายด้านมีความสัมพันธ์ทางบวกกับประสิทธิผลการบริหารงานโรงเรียนอยู่ในระดับสูง ทั้ง 4 ด้าน 5. ปัจจัยคัดสรรการบริหารในยุค BANI WORLD ที่ส่งผลต่อประสิทธิผลการบริหารงานโรงเรียน จำนวน 6 ด้าน พบว่า มีจำนวน 5 ด้าน คือ การบริหารสินทรัพย์ที่เสี่ยงต่อการล้มเหลว การสร้างความสัมพันธ์กับชุมชนในภาวะโลกผันผวน ด้านความสัมพันธ์และวัฒนธรรมที่ซับซ้อนขององค์กร การบริหารบุคลากรบนความเปราะบาง และการเพิ่มทักษะเทคโนโลยีดิจิทัล 6. แนวทางการพัฒนาปัจจัยคัดสรรการบริหารในยุค BANI WORLDที่ส่งผลต่อประสิทธิผลการบริหารงานโรงเรียน โดยนำปัจจัยคัดสรรการบริหารทั้ง 5 ด้าน คือ 1) ด้านการบริหารสินทรัพย์ที่เสี่ยงต่อการล้มเหลว การใช้หลักธรรมาภิบาลมาใช้ในการบริหารทรัพยากรทางการเงิน จัดทำแผนงบประมาณประจำปีและโครงการต่าง ๆ 2) ด้านการสร้างความสัมพันธ์กับชุมชนในภาวะโลกผันผวน ใช้หลักคิดที่ว่าโรงเรียนเป็นส่วนหนึ่งของชุมชนให้ความสำคัญกับกิจกรรมของชุมชน 3) ด้านความสัมพันธ์และวัฒนธรรมที่ซับซ้อนขององค์กร การทำโรงเรียนให้เป็นเหมือนบ้าน ทีมงานคือส่วนหนึ่งขององค์กร 4) ด้านการบริหารบุคลากรบนความเปราะบาง การเรียกขอบรรจุตำแหน่งอัตรากำลังที่ว่าง ให้ดูตามความต้องการของโรงเรียน วิชาเอกที่ขาดแคลนหรือการรับย้ายให้พิจารณาตามความเหมาะสมสร้างความสัมพันธ์ภายในองค์กรมีส่วนร่วมกับทีมงานในองค์กร และ 5) ด้านการเพิ่มทักษะเทคโนโลยีดิจิทัล ส่งเสริมให้มีการอบรมทักษะทางด้านทักษะเทคโนโลยีสารสนเทศจัดกิจกรรมแลกเปลี่ยนเรียนรู้ประสบการณ์ ของบุคลากรภายในองค์กร การเป็นแบบอย่างที่ดีของผู้บริหารในการใช้เทคโนโลยีดิจิทัล
The purpose of this research was to examine the selected administrative factors in the BANI World Era that affected the effectiveness of school administration under Nakhon Phanom Primary Educational Service Area Office 2. The sample included 316 participants, including 60 school directors and 256 teachers in the 2024 academic year, selected through multi-stage sampling. The research tool comprised a set of 5-point rating scale questionnaires assessing the selected administrative factors in the Bani World Era that affected the effectiveness of school administration, with the predictive power values ranging from 0.398 to 0.795 and the reliability of 0.930. The effectiveness of school administration was also assessed, with the discriminative power ranging from 0.341 to 0.826, and the reliability of 0.941. Statistical analyses included mean, percentage, standard deviation, and One - Way ANOVA (F - test). Scheffe's Method, Pearson's product-moment correlation coefficient, and Stepwise multiple regression analysis were also employed. The findings were as follows: 1. The selected administrative factors in the BANI World Era affected the effectiveness of school administration and the effectiveness of school administration were overall at a high level. 2. The effectiveness of school administration, as perceived by participants, was overall at a high level. When considering each aspect, the variable was high in all aspects. 3. The comparison results on selected administration factors in the BANI World Era showed no significant differences. 4. The selected administrative factors in the BANI World Era had a highly positive relationship with the effectiveness of school administration in all four aspects. 5. The selected administrative factors in the BANI World Era that affected the effectiveness of school administration comprised five aspects, namely Asset Management at Risk of Failure, Building Community Relationship in a Volatile Global Context, Complex Relationship and Organizational Culture, Personnel Management in a Vulnerable Context, Complex Relationship and Organizational Culture, and Digital Technology Skills Enhancement. 6. The guidelines for developing the selected administration factors in BANI World Era that affected the effectiveness of school administration consist of five aspects: 1) Asset Management at Risk of Failure- Implement good governance principles in financial resource management, and develop annual financial plans and a wide range of projects; 2) Building Community Relationship in a Volatile Global Context – Recognizing schools as integral part of their communities, and prioritizing participation in community activities; 3) Complex Relationship and Organizational Culture: Cultivate a school environment to function as homes and embed teamwork within the organizational structure; 4) Personnel Management in a Vulnerable Context: The recruitment and appointment of vacant positions should be based on the needs of each school, consideration should be given to subject areas with shortages and job transfers should be assessed for appropriateness; and 5) Digital Technology Skills Enhancement: Promoting training in information technology skills, organizing activities to exchange experiences among personnel within organizations, and being good role models for administrators in the use of digital technology.
