การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสมรรถนะผู้บริหารที่ส่งผลต่อประสิทธิผลการบริหารงานวิชาการของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครพนม เขต 1 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครู จำนวน 375 คนได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยสมรรถนะผู้บริหารโรงเรียนมีค่าความเที่ยงตรงระหว่าง 0.60-1.00 ค่าอำนาจจำแนกระหว่าง 0.32-0.73 ค่าความเชื่อมั่น 0.93ส่วนด้านประสิทธิผลการบริหารงานวิชาการของผู้บริหารโรงเรียน มีค่าความเที่ยงตรงระหว่าง 0.60-1.00 ค่าอำนาจจำแนกระหว่าง 0.33-0.96 และค่าความเชื่อมั่น 0.93สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแบบเป็นขั้นตอน

             ผลการวิจัยพบว่า

                 1. องค์ประกอบสมรรถนะผู้บริหารโรงเรียน พบว่ามี 8 องค์ประกอบ ได้แก่

1) การมุ่งผลสัมฤทธิ์ 2) การบริการที่ดี 3) การพัฒนาตนเอง 4) การทำงานเป็นทีม

5) การวิเคราะห์และสังเคราะห์ 6) การสื่อสารและการจูงใจ 7) การพัฒนาศักยภาพของบุคลากร และ 8) การมีวิสัยทัศน์ โดยทุกองค์ประกอบมีความเหมาะสมอยู่ในระดับมาก

                 2. สมรรถนะผู้บริหารโรงเรียนโดยรวมอยู่ในระดับมาก

                 3. ประสิทธิผลการบริหารงานวิชาการของโรงเรียนโดยรวมอยู่ในระดับมาก

                 4. สมรรถนะผู้บริหารกับประสิทธิผลการบริหารงานวิชาการของโรงเรียน พบว่ามีความสัมพันธ์กันทางบวกในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

                 5. สมรรถนะผู้บริหารมีอำนาจพยากรณ์ประสิทธิผลการบริหารงานวิชาการ   ของโรงเรียนอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จำนวน 7 ด้าน ได้แก่ การมีวิสัยทัศน์ (X8) การพัฒนาตนเอง (X3) การพัฒนาศักยภาพของบุคลากร (X7) การมุ่งผลสัมฤทธิ์ (X1) การวิเคราะห์และสังเคราะห์ (X5) การบริการที่ดี (X2) และการสื่อสารและการจูงใจ (X6) โดยมีอำนาจพยากรณ์ร้อยละ 75.00 สามารถเขียนสมการพยากรณ์ ดังนี้

                  6. แนวทางในการพัฒนาสมรรถนะผู้บริหารที่ส่งผลต่อประสิทธิผลการ บริหารงานวิชาการโรงเรียน มีจำนวน 7 ด้าน ได้แก่ 1) การมุ่งผลสัมฤทธิ์ 2) การบริการที่ดี 3) การพัฒนาตนเอง 4) การวิเคราะห์และสังเคราะห์ 5) การสื่อสารและจูงใจ 6) การพัฒนาศักยภาพบุคลากร และ 7) การมีวิสัยทัศน์

The purpose of this study was to examine the competency of administrators that affected to the effectiveness of academic affairs administration in schools under Nakhon Phanom Primary Educational Service Area Office 1. The samples consisted of 375 participants of administrators and teachers, who were recruited using multi-stage sampling. The tools used in the study was a 5 levels rating scales questionnaire, which the part of competency of administrators indicated content validity index ranged between 0.60-1.00, discrimination power index ranged between 0.32-0.73 and reliability index was at 0.93, whereas the part of effectiveness of academic affairs administration indicated content validity index ranged between 0.60-1.00, with a discrimination power index ranged between 0.33-0.96 and reliability index was 0.93. Statistics used in data analysis included frequency, percentage, mean, standard deviation, Pearson correlation coefficient, and stepwise multiple regression analysis.
             The research findings were as follows.
                 1. The administrator competency consisted of eight components, namely 1) goal orientation, 2) quality service, 3) self-development, 4) teamwork, 5) analysis and synthesis, 6) communication and motivation, 7) staff development, and 8) Vision. All components achieved the high level of appropriateness.
                 2. The overall competency of school administrators was at high level.
                 3. The effectiveness of academic affairs administration, in overall, was at high level.
                 4. The competency of administrators and the effectiveness of academic affairs administration showed positive correlation with statistical significance at .01.
                 5. The seven dimensions of administrator competency showed predictive power over the effectiveness of academic affairs administration of schools with statistical significance at .01. The seven dimensions included Vision (X₈), Self-development (X₃), Staff development (X₇), Goal orientation (X₁), Analysis and synthesis (X₅), Quality service (X₂), and Communication and motivation (X₆). With a predictive power of 75.00%, the regression equation can be written as follows.

                 6. The guidelines for developing the competency of administrators that affected to the effectiveness of academic affairs administration in schools composed of seven elements, namely 1) goal-oriented performance, 2) excellent service,3) self-development, 4) analysis and synthesis, 5) communication and motivation,6) employee capacity development and 7) Vision.
