การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อการศึกษาความสัมพันธ์ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร การดำเนินการวิจัยมี 3 ระยะ ประกอบด้วย ระยะที่ 1 องค์ประกอบภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา ระยะที่ 2 ความสัมพันธ์ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียนขนาดเล็ก ระยะที่ 3 แนวทางการพัฒนาภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาในโรงเรียนขนาดเล็ก กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 310 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน (Multi-Stage Random Sampling) เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยด้านภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา มีค่าความเที่ยงตรง ระหว่าง 0.60-1.00 ค่าอำนาจจำแนก ระหว่าง 0.63-0.74 และค่าความเชื่อมั่น 0.67 ส่วนด้านประสิทธิผลของโรงเรียนขนาดเล็กมีค่าความเที่ยงตรง ระหว่าง 0.60–1.00 ค่าอำนาจ ระหว่าง 0.55-0.70 และค่าความเชื่อมั่น 0.63 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียรสัน และการวิเคราะห์การถดถอยพหุคูณแบบเป็นขั้นตอน
ผลการวิจัยพบว่า
1. องค์ประกอบภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาในโรงเรียนขนาดเล็ก มีจำนวน 3 องค์ประกอบ ได้แก่ 1) การวางแผนกลยุทธ์ 2) การนำกลยุทธ์ไปปฏิบัติ และ 3) การติดตามและประเมินกลยุทธ์
2. ระดับภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาในโรงเรียนขนาดเล็ก โดยรวมอยู่ในระดับมากที่สุด ส่วนระดับประสิทธิผลของโรงเรียนขนาดเล็กโดยรวมอยู่ในระดับมากที่สุด
3. ความสัมพันธ์ของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียนขนาดเล็ก โดยภาพรวมมีความสัมพันธ์กันทางบวกในระดับสูง อย่างมีนัยสำคัญทางสถิติระดับ .01
4. แนวทางในการพัฒนาภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาในโรงเรียนขนาดเล็ก มี 3 ด้าน ได้แก่ ด้านการวางแผนกลยุทธ์ ด้านการนำกลยุทธ์ไปปฏิบัติ และด้านการติดตามและประเมินผลกลยุทธ์
The purpose of this study was to investigate the relationship between strategic leadership of school administrators and effectiveness of small-sized schools under Mukdahan Primary Educational Service Area Office. The study was conducted under three phases, including Phase 1: identification of the components of strategic leadership of school administrators, Phase 2: investigation of the relationship of strategic leadership of school administrators with small-sized school effectiveness, and Phase 3: development of a guideline for improving strategic leadership of administrators in small-sized schools. The samples of this study comprised 310 school administrators and teachers, who were selected using multi-stage random sampling. The research tool was a set of 5-rating scale questionnaire, which contained two parts. The first part was on strategic leadership of school administrators which indicated validity index ranged between 0.60-1.00, discriminative power index ranged between 0.63-0.74 and reliability index was at 0.67, and the second part was on small-sized school effectiveness, which contained two parts. The first part was on strategic leadership of school administrators which indicated validity index ranged between 0.60-1.00, discriminative power index ranged between 0.55-0.70 and reliability index was at 0.63. Statistics used in data analysis were percentage, mean, standard deviation, Pearson’s product-moment correlation, and stepwise multiple regression analysis.
The results showed that,
1. Strategic leadership components of school administrators in small-sized schools comprised three components, namely 1) Strategic planning, 2) Strategy implementation and 3) Monitoring and evaluation of strategy implementation.
2. The level of strategic leadership of administrators in small-sized schools, in overall, was at the highest level.
3. The relationship between the strategic leadership of administrators and the effectiveness of small-sized schools, in overall, showed high level of positive correlation with statistical significance at .01.
4. A guideline to improve strategic leadership of administrators in small-sized schools comprised three aspects, namely strategic planning. strategy implementation and Monitoring and evaluation of strategy implementation.
