การวิจัยเรื่อง “การพัฒนารูปแบบการบริหารแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2” มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาองค์ประกอบการบริหารแบบมีส่วนร่วมของโรงเรียน และ 2) เพื่อพัฒนาและตรวจความเหมาะสมของรูปแบบการบริหารแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วยผู้บริหารโรงเรียนและครู จำนวน 360 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยแบบสอบถามปัจจัยที่ส่งผลต่อการบริหารแบบมีส่วนร่วม มีค่าดัชนีความสอดคล้องระหว่าง 0.80 - 1.00 ค่าอำนาจจำแนกระหว่าง 0.91 – 0.93 และค่าความเชื่อมั่นเท่ากับ 0.92 แบบสอบถามการบริหารแบบมีส่วนร่วมของโรงเรียน มีค่าดัชนีความสอดคล้องระหว่าง 0.80 - 1.00 ค่าอำนาจจำแนกระหว่าง 0.91 – 0.93 และค่าความเชื่อมั่นเท่ากับ 0.92 และแบบสอบถามประสิทธิผลของโรงเรียน มีค่าดัชนีความสอดคล้องอยู่ที่ 1.00 ค่าอำนาจจำแนกระหว่าง 0.94 – 0.95 และค่าความเชื่อมั่นเท่ากับ 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า
1. การบริหารแบบมีส่วนร่วมของโรงเรียน ประกอบด้วย 6 องค์ประกอบ ได้แก่ 1) การไว้วางใจกัน 2) การกำหนดเป้าหมายและวัตถุประสงค์ร่วมกัน 3) การมีอิสระในการปฏิบัติงาน 4) การยึดมั่นผูกพัน 5) การมีส่วนร่วมในการตัดสินใจ และ 6) การมีส่วนร่วมในการประเมินผล โดยทุกองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด
2. รูปแบบการบริหารแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ประกอบไปด้วย 3 องค์ประกอบ ได้แก่ ปัจจัยที่ส่งผลต่อการบริหารแบบมีส่วนร่วม การบริหารแบบมีส่วนร่วมของโรงเรียน และ ประสิทธิผลของโรงเรียน ระดับความเหมาะสมของรูปแบบตามความคิดเห็นของผู้บริหารโรงเรียนและครู โดยภาพรวมมีความเหมาะสมอยูใน ระดับมากที่สุด สามารถเรียงลำดับคาเฉลี่ยจากมากไปหาน้อย ดังนี้ การบริหารแบบมีส่วนร่วมของโรงเรียน ปัจจัยที่ส่งผลต่อการบริหารแบบมีส่วนร่วม และประสิทธิผลของโรงเรียน ตามลำดับ
This research, entitled “Development of the Participatory Management Model Affecting Effectiveness of School under Sakon Nakhon Primary Educational Service Area Office 2” aimed to: 1) identify the components of participatory management in schools; and 2) develop and validate the suitability and feasibility of a participatory management model affecting school effectiveness. The sample group comprised 360 school administrators and teachers, selected via multi-stage random sampling. The research instruments consisted of 5-level rating scale questionnaires. The reliability and validity of the instruments were established as: the participatory management factors questionnaire yielded an Index of Item-Objective Congruence (IOC) of 0.80–1.00, discrimination indices of 0.91–0.93, and a reliability coefficient of 0.92; the participatory management questionnaire showed an IOC of 0.80–1.00, discrimination indices of 0.91–0.93, and a reliability coefficient of 0.92; and the school effectiveness questionnaire demonstrated an IOC of 1.00, discrimination indices of 0.94–0.95, and a reliability coefficient of 0.95. Data were analyzed using frequency, percentage, mean, and standard deviation. The research findings revealed that: 1. Participatory management in schools comprised six components, namely 1) mutual trust, 2) shared goals and objectives, 3) autonomy in work performance, 4) organizational commitment, 5) participation in decision-making, and 6) participation in evaluation. All components were at the highest level of propriety. 2. The participatory management model affecting the effectiveness schools under Sakon Nakhon Primary Educational Service Area Office 2 consisted of three main components, namely factors influencing participatory management, school participatory management, and school effectiveness. Based on the administrators’ and teachers' opinions, the overall propriety of the model was rated at the highest level. When prioritizing the components by their mean scores in descending order, participatory management, factors influencing participatory management, and school effectiveness, respectively.
