บทคัดย่อ

     การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ และศึกษาความสัมพันธ์ ศึกษาอำนาจพยากรณ์ และศึกษาแนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลของผู้บริหารส่งผลต่อความสุขในการทำงานของครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ปีการศึกษา 2568 จำนวน 362 คน จำแนกเป็นกลุ่มผู้บริหารสถานศึกษา จำนวน 99 คน และครูผู้สอน จำนวน 263 คน จาก 99 โรงเรียน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกน และใช้การสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ประกอบด้วย แบบสอบถามเกี่ยวกับการบริหารตามหลักธรรมาภิบาลของผู้บริหาร มีค่าอำนาจจำแนกอยู่ระหว่าง 0.545 - 0.797 และมีค่าความเชื่อมั่นเท่ากับ 0.967 และแบบสอบถามเกี่ยวกับความสุขในการทำงานของครูในศตวรรษที่ 21 มีค่าอำนาจจำแนกอยู่ระหว่าง 0.589 - 0.901 และมีค่าความเชื่อมั่นเท่ากับ 0.964 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที แบบกลุ่มตัวอย่างอิสระต่อกัน การทดสอบค่าเอฟ โดยการวิเคราะห์ความแปรปรวนทางเดียว ค่าสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแต่ละขั้นตอน และแบบสัมภาษณ์เพื่อหาแนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อความสุขในการทำงานของครูในศตวรรษที่ 21 โดยการสัมภาษณ์ผู้ทรงคุณวุฒิ
จำนวน 10 คน แล้วทำการวิเคราะห์เชิงเนื้อหา
     ผลการวิจัยพบว่า
       1. การบริหารตามหลักธรรมาภิบาลของผู้บริหาร โดยรวมอยู่ในระดับมาก
       2. ความสุขในการทำงานของครูในศตวรรษที่ 21 โดยรวมอยู่ในระดับมาก
       3. การบริหารตามหลักธรรมาภิบาลของผู้บริการ จำแนกตามสถานภาพ การดำรงตำแหน่ง และขนาดของโรงเรียน พบว่าโดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และ 0.01 ตามลำดับ
       4. ความสุขในการทำงานของครูในศตวรรษที่ 21 จำแนกตามสถานภาพการดำรงตำแหน่ง พบว่าโดยรวมไม่แตกต่างกัน จำแนกตามขนาดของโรงเรียน พบว่าโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01
       5. การบริหารตามหลักธรรมาภิบาลของผู้บริหารกับความสุขในการทำงานของครูในศตวรรษที่ 21 พบว่าโดยรวมมีความสัมพันธ์กันสูง ในทิศทางบวก (rxtyt = 0.809) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01
       6. การบริหารตามหลักธรรมาภิบาลที่สามารถพยากรณ์ความสุขในการทำงานของครูในศตวรรษที่ 21 โดยรวมได้อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ได้แก่ ด้านหลักความมีส่วนร่วม ด้านหลักความรับผิดชอบ ด้านหลักคุณธรรม ด้านหลักความคุ้มค่า ด้านหลักความโปร่งใส และด้านหลักนิติธรรม ซึ่งตัวแปรทั้ง 6 ด้านนี้ สามารถร่วมกันพยากรณ์ความสุขในการทำงานของครูในศตวรรษที่ 21 โดยรวม ได้ร้อยละ 65.30 และมีความคลาดเคลื่อนมาตรฐานของการพยากรณ์ เท่ากับ  0.20819
       7. แนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลที่ส่งผลต่อความสุขในการทำงานของครูในศตวรรษที่ 21 มีจำนวน 6 ด้าน ได้แก่ 1) ด้านหลักการมีส่วนร่วม ผู้บริหารควรเปิดโอกาสและส่งเสริมการมีส่วนร่วมในการพัฒนาสถานศึกษา 2) ด้านหลักความรับผิดชอบ ผู้บริหารควรกล้าคิด กล้าตัดสินใจ กล้ายอมรับผลของการตัดสินใจ ยอมรับข้อผิดพลาด 3) ด้านหลักคุณธรรม ผู้บริหารควรประพฤติตนเป็นแบบอย่างที่ดี มีความซื่อสัตย์สุจริต ยึดมั่นในคุณธรรม จริยธรรม จรรยาบรรณวิชาชีพ ความเสียสละ ความขยัน มีวินัยและคำนึงถึงประโยชน์ส่วนรวม 4) ด้านหลักความคุ้มค่า ผู้บริหารควรบริหารทรัพยากรทุกด้าน ได้แก่ งบประมาณ บุคลากร เวลา วัสดุอุปกรณ์ และสถานที่ให้เกิดประโยชน์สูงสุด 5) ด้านหลักความโปร่งใส ผู้บริหารควรเปิดเผยข้อมูลข่าวสารที่เกี่ยวข้องการดำเนินงานของสถานศึกษาอย่างชัดเจน และ 6) ด้านหลักนิติธรรม ผู้บริหารควรยึดมั่นและปฏิบัติตามกฎหมาย ระเบียบ ข้อบังคับ และแนวปฏิบัติราชการอย่างเคร่งครัด



Abstract

The purposes of this research were to examine, compare and identify     the relationship, to determine the predictive power, and to explore guidelines for developing administrators’ good governance-based administration affecting workplace happiness of teachers in the 21st century under Sakon Nakhon Primary Educational Service Area Office 2. The sample consisted of 362 participants, including 99 school administrators and 263 teachers from 99 schools under Sakon Nakhon Primary Educational Service Area Office 2 in the 2025 academic year. The sample size was determined using Krejcie and Morgan’s table, with participants were selected through multi-stage random sampling. The research instruments for data collection included five - point rating scale questionnaires assessing school administrators’ good governance - based administration. The discriminative power values ranged from 0.545 to 0.797 and from 0.589 to 0.901, with reliability coefficients of 0.967, and 0.964, respectively. Statistical analyses included percentage, mean, standard deviation, Independent Samples t - test, One - Way ANOVA, Pearson’s product -moment correlation coefficient, and Stepwise multiple regression analysis. In addition, qualitative data were collected through interviews with ten experts to develop guidelines for improving administrators’ good governance - based administration affecting workplace happiness of teachers in the 21st century.
      The research findings were as follows:
         1. The administrators’ good governance - based administration was overall at a high level. 
         2. The workplace happiness of teachers in the 21st century was overall at a high level.
         3. The administrators’ good governance-based administration, classified by positions and school sizes, revealed statistically significant differences were observed overall at the 0.05 and 0.01 level of significance.
         4. The workplace happiness of teachers in the 21st century demonstrated no statistically significant differences overall when classified by positions. However, significant differences were identified by school sizes at the 0.01 level of significance.
         5. The relationship between administrators’ good governance-based administration and the workplace happiness of teachers in the 21st century showed a high positive correlation (rxtyt = 0.809) at the 0.01 level of statistical significance.
         6. The components of administrators’ good governance-based administration that could predict the overall workplace happiness teachers in the 21st century at the 0.01 level of significance comprised Participation, Accountability, Morality, Value for Money, Transparency, and Rule of Law. These six variables yielded a predictive power of 65.30 percent, with a standard error of estimate of  0.20819.
         7. The guidelines for developing administrators’ good governance-based administration affecting workplace happiness of teachers in the 21st century comprise six aspects: 1) Participation - promoting opportunities for involvement in school development; 2) Accountability - demonstrating decisiveness, and accepting the consequences of their decisions; 3) Morality - demonstrating ethical conduct by acting as role models, upholding honesty, integrity, professional ethics, and exhibiting selflessness, diligence, discipline, and prioritizing the public interest; 4) Value for Money - efficiently managing resources, including budget, personnel, time, materials, and facilities for maximum benefit; 5) Transparency - ensuring clear disclosure of school operations; and 6) Rule of Law - adhering strictly to laws and regulations.
