การศึกษาวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษา สภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และหาแนวทางในการพัฒนาภาวะผู้นำทางวิชาการในยุคดิจิทัลของหัวหน้ากลุ่มสาระการเรียนรู้โรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้ากลุ่มสาระการเรียนรู้ และครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา หัวหน้ากลุ่มสาระการเรียนรู้ และครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร ปีการศึกษา 2567 จำนวน 335 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 45 คน หัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 225 คน และครูผู้สอน จำนวน 65 คน โดยใช้วิธีการสุ่มแบบหลายขั้นตอน (Multi – stage Random Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์โดยเป็นแบบสอบถามเกี่ยวกับสภาพปัจจุบันและสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการในยุคดิจิทัลของหัวหน้ากลุ่มสาระการเรียนรู้โรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร ด้านสภาพปัจจุบันของการพัฒนาภาวะผู้นำทางวิชาการในยุคดิจิทัลของหัวหน้ากลุ่มสาระการเรียนรู้โรงเรียน มีค่าอำนาจจำแนกอยู่ระหว่าง .306 - .960 และค่าความเชื่อมั่น เท่ากับ .971 ด้านสภาพที่พึงประสงค์มีค่าอำนาจจำแนกอยู่ระหว่าง .245 - .616 และค่าความเชื่อมั่นเท่ากับ .968 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัย พบว่า 1. ภาวะผู้นำทางวิชาการในยุคดิจิทัลของหัวหน้ากลุ่มสาระการเรียนรู้โรงเรียน สภาพปัจจุบันโดยรวมอยู่ในระดับมาก ( x̄ = 3.83) ส่วนสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด ( x̄= 4.52)
2. ความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการในยุคดิจิทัลของหัวหน้ากลุ่มสาระการเรียนรู้โรงเรียน ตามความคิดเห็นของผู้บริหารสถานศึกษา หัวหน้ากลุ่มสาระการเรียนรู้ และครูผู้สอน โดยเรียงลำดับจากมากไปหาน้อย 3 ลำดับแรก ดังนี้ 1) ด้านการบริหารจัดการหลักสูตรและการเรียนรู้ในยุคดิจิทัล 2) ด้านการนิเทศและพัฒนาบุคลากรทางการศึกษาด้วยเทคโนโลยีดิจิทัล 3) ด้านการวิจัยเพื่อพัฒนาคุณภาพการจัดการเรียนรู้ในยุคดิจิทัล
3. แนวทางการพัฒนาภาวะผู้นำทางวิชาการในยุคดิจิทัลของหัวหน้ากลุ่มสาระการเรียนรู้โรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร ที่ได้จากการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 10 คน ควรได้รับการพัฒนาเรียงตามลำดับ 3 ด้านดังนี้ 1) ด้านการบริหารจัดการหลักสูตรและการเรียนรู้ในยุคดิจิทัล ควรพัฒนาระบบคลังสื่อและนวัตกรรมดิจิทัลเพื่อการเข้าถึงและแบ่งปัน 2) ด้านการนิเทศและพัฒนาบุคลากรทางการศึกษาด้วยเทคโนโลยีดิจิทัล ควรเน้นกระบวนการชี้แนะและเป็นพี่เลี้ยงผ่านแพลตฟอร์มดิจิทัล และ 3) ด้านการวิจัยเพื่อพัฒนาคุณภาพการจัดการเรียนรู้ในยุคดิจิทัล ควรพัฒนาระบบนิเวศการวิจัยปฏิบัติการในชั้นเรียนบนแพลตฟอร์มคลาวด์
This research aimed to examine the current and desirable conditions, to determine priority needs, and to establish guidelines for developing instructional leadership in the digital era of departmental heads in schools under the Secondary Educational Service Area Office (SESAO Sakon Nakhon) as perceived by school administrators, heads of learning areas, and teachers working under the SESAO Sakon Nakhon. The participants in this research, obtained through multi–stage random sampling, were 335 participants, including 45 school administrators, 225 department heads, and 65 teachers in the SESAO Sakon Nakhon, during the 2024 academic year. This research employed questionnaires and interview forms to examine the current and desirable conditions of instructional leadership in the digital era among departmental heads working under the SESAO Sakon Nakhon. The questionnaires were administered to assess the current and desirable conditions of instructional leadership in the digital era among departmental heads. The instruments demonstrated discriminative power values ranging from .306 to .960 for the current condition scale and from .245 to .616 for the desirable condition scale, with reliability coefficients of .971 and .968, respectively. Statistics used for data analysis included percentage, mean, standard deviation, and the Priority Needs Index (PNI).
The results revealed that 1. The current condition of instructional leadership in the digital era of departmental heads was high ( x̄= 3.83), and the overall desirable condition was at the highest level (x̄ = 4.52).
2. The priority needs for developing instructional leadership in the digital era among departmental heads, as perceived by school administrators, departmental heads, and teachers, were ranked in a descending order as follows:1) curriculum and learning management in the digital era, 2) supervision and the professional development of educational personnel through digital technology, and 3) academic research aimed at enhancing the quality of learning management in the digital era. 3. The guidelines for developing instructional leadership in the digital era among departmental heads under the SESAO Sakon Nakhon were derived from interviews with ten experts. The findings identified eight aspects, including: 1) curriculum and learning management in the digital era, focusing on the use of media repositories and access to and sharing of digital innovations; 2) supervision and the professional development of educational personnel through digital technologies, emphasizing instructional processes and digital mentoring; and 3) academic research to enhance the quality of learning management in the digital era, through a classroom action research ecosystem supported by cloud-based platforms.
