การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1. ระดับการมีส่วนร่วมของประชาชน คุณภาพการให้บริการ และประสิทธิภาพการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในอำเภอดงหลวง จังหวัดมุกดาหาร 2. อิทธิพลของการมีส่วนร่วมของประชาชนที่ส่งผลต่อประสิทธิภาพการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในอำเภอดงหลวง จังหวัดมุกดาหาร และ 3. อิทธิพลของคุณภาพการให้บริการที่ส่งผลต่อประสิทธิภาพการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในอำเภอดงหลวง จังหวัดมุกดาหาร กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วยประชากรในเขตองค์กรปกครอง ส่วนท้องถิ่นในอำเภอดงหลวง จังหวัดมุกดาหาร จำนวน 396 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ
ผลการวิจัยพบว่า
1. การมีส่วนร่วมของประชาชน โดยภาพรวมอยู่ในระดับมาก (X ̅=3.53)คุณภาพการให้บริการขององค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก (X ̅=3.78)ประสิทธิภาพการจัดบริการสาธารณะ โดยภาพรวมอยู่ในระดับมาก (X ̅=4.00)
2. การมีส่วนร่วมของประชาชน ด้านการมีส่วนร่วมในผลประโยชน์ (β=.905) การมีส่วนร่วมในการปฏิบัติการ (β=.349) และการมีส่วนร่วมในการประเมินผล (β=.275) มีอิทธิพลต่อประสิทธิภาพการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในอำเภอดงหลวง จังหวัดมุกดาหาร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำงานระดับประสิทธิภาพการจัดบริการสาธารณะ ได้ร้อยละ 59.10
3. คุณภาพการให้บริการ ด้านการให้บริการอย่างก้าวหน้า (β=.610) และด้านการให้บริการอย่างต่อเนื่อง (β=.374) มีอิทธิพลต่อประสิทธิภาพการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในอำเภอดงหลวง จังหวัดมุกดาหาร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำงานระดับประสิทธิภาพการจัดบริการสาธารณะ ได้ร้อยละ 54.60
The purposes of this research were the following: 1) To study the level of people’s PRticipation, quality of services and the EFiciency of the public services provided by the local administrative organizations in Dong Luang District, Mukdahan Province, 2) To investigate the influences of the people’s PRticipation on the EFiciency of the public services provided by the local administrative organizations in Dong Luang District, Mukdahan Province, 3) To examine the influences of the quality of services on the EFiciency of the public services provided by the local administrative organizations in Dong Luang District, Mukdahan Province. Using the stratified sampling technique, 396 people who resided in the area of the local administrative organizations in Dong Luang District, Mukdahan Province were obtained as the samples for the study. The questionnaire was adopted as a tool for data collection and statistics employed for data analysis incorporated frequency, percentage, mean, standard deviation and multiple regression analysis.
The study revealed these results:
1. The overall people’s PRticipation was at the high level (X ̅=3.53). Likewise, the quality of services provided by the local administrative organizations, as a whole, was at the high level (X ̅=3.78). At the same time, the overall EFiciency of the public services provided by the local administrative organizations in Dong Luang District, Mukdahan Province was at the high level (X ̅=4.00).
2. Regarding the people’s PRticipation, it was found that these components/aspects significantly influenced on the EFiciency of the public services provided by the local administrative organizations in Dong Luang District, Mukdahan Province at .01 statistical level: involving in sharing the benefits (β=.905) and taking PRt in the evaluation (β=.275). Altogether, these components/aspects could be used for the correct prediction of the EFiciency of the public services provided by the local administrative organizations 59.10%.
3. In terms of the quality of services, these components/aspects significantly influenced on the EFiciency of the public services provided by the local administrative organizations in Dong Luang District, Mukdahan Province at .01 statistical level: providing the advanced/progressive services (β=.610) and providing consistent services (β=.374). These components/aspects could be used jointly to accurately foretell the EFiciency of the public services provided by the local administrative organizations 54.60%.
