การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัย 1) เพื่อศึกษาระดับมาตรฐานทางจริยธรรม การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้าน และประสิทธิผลการบริหารราชการส่วนภูมิภาคในเขตอำเภอปลาปาก จังหวัดนครพนม 2) เพื่อศึกษาอิทธิพลของมาตรฐานทางจริยธรรมที่ส่งผลต่อประสิทธิผลการบริหารราชการส่วนภูมิภาคในเขตอำเภอปลาปาก จังหวัดนครพนม 3) เพื่อศึกษาอิทธิพลของการปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านที่ส่งผลต่อประสิทธิผลการบริหารราชการส่วนภูมิภาคในเขตอำเภอปลาปาก จังหวัดนครพนม กลุ่มตัวอย่าง ได้แก่ ประชาชนที่มีภูมิลำเนาอยู่ในเขตอำเภอปลาปาก จังหวัดนครพนม จำนวน 398 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ
ผลการวิจัยพบว่า
1. มาตรฐานทางจริยธรรมของกำนัน ผู้ใหญ่บ้านในเขตอำเภอปลาปาก จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (x̄ =4.08) การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้านในเขตอำเภอปลาปาก จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (x̄=4.10) ประสิทธิผลการดำเนินงานของส่วนราชการส่วนภูมิภาคในเขตอำเภอปลาปาก จังหวัดนครพนม โดยภาพรวมอยู่ในระดับมาก (x̄=4.32)
2. มาตรฐานทางจริยธรรม ด้านซื่อสัตย์สุจริต มีจิตสำนึกที่ดีและรับผิดชอบต่อหน้าที่ (β=.395) และด้านยึดมั่นในสถาบันหลักของประเทศ (β=.389) มีอิทธิพลต่อประสิทธิผลการบริหารราชการส่วนภูมิภาค อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนด้านคิดถึงประโยชน์ส่วนรวมและมีจิตสาธารณะ (β=.109) และด้านมุ่งผลสัมฤทธิ์ของงาน (β=.104) มีอิทธิพลต่อประสิทธิผลการบริหารราชการส่วนภูมิภาค อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายระดับประสิทธิผลการบริหารราชการส่วนภูมิภาคในเขตอำเภอปลาปาก จังหวัดนครพนม ได้ร้อยละ 54.50 (R2=.545)
3. การปฏิบัติงานตามบทบาทหน้าที่ของกำนัน ผู้ใหญ่บ้าน ด้านอำนาจหน้าที่ของกำนัน ผู้ใหญ่บ้านตามกฎหมายอื่น ๆ (β=.424) ด้านงานทะเบียน (β=.372) ด้านการที่เกี่ยวด้วยความอาญา (β=.206) มีอิทธิพลต่อประสิทธิผลการบริหารราชการส่วนภูมิภาค อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนด้านการพัฒนาตำบลและส่งเสริมอาชีพของราษฎร (PD4) (β=.109) มีอิทธิพลต่อประสิทธิผลการบริหารราชการส่วนภูมิภาค อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายระดับประสิทธิผลการบริหารราชการส่วนภูมิภาคในเขตอำเภอปลาปาก จังหวัดนครพนม ได้ร้อยละ 36.10 (R2=.361)
The purposes of the study included the following: 1) To study the level of ethical standards, performance of roles and duties of the village and sub-district headmen, and the effectiveness of the Local Government Administration in Pla Pak District, Nakhon Phanom Province, 2) To investigate the influences of ethical standards on the effectiveness of the Local Government Administration in Pla Pak District, Nakhon Phanom Province, and 3) To explore how the village and sub-district headmen’s performance of their roles and duties would become influential on the effectiveness of the Local Government Administration in Pla Pak District, Nakhon Phanom Province. The sample group consisted of 398 people residing in Pla Pak District, Nakhon Phanom Province. They were obtained through the stratified sampling method. The questionnaire was used as the data collection tool while the statistics employed for data analysis were composed of frequency, percentage, mean, standard deviation and Multiple Regression Analysis.
The study revealed these results:
1. The overall ethical standards of the village and sub-district headmen in Pla Pak District, Nakhon Phanom Province were at a high level ( x̄=4.08). Likewise,the performance on the basis of their roles and duties was also at the high level ( x̄=4.10). In similar fashion, the performance effectiveness of the Local Government Administration in Pla Pak District, Nakhon Phanom Province was at the high level as well ( x̄=4.32).
2. In terms of the ethical standards, these aspects significantly influenced on the effectiveness of the Local Government Administration at .01 statistical level: honesty, good conscience and responsibility (β=.395); and the adherence to the major institutions of the nation (β=.389). Meanwhile, these aspects significantly influenced on the effectiveness of the Local Government Administration at .05 statistical level:the thought of the public interest and having a service mindset (β=.109); and focusing on results/achievement-based performance (β=.104). Altogether, these aspects could be used to correctly predict the performance effectiveness of the Local Government Administration in Pla Pak District, Nakhon Phanom Province 54.50 percent (R2=.545).
3. Regarding the exploration of how the village and sub-district headmen’s performance of their roles and duties would become influential, it was found that these aspects significantly influenced on the effectiveness of the Local Government Administration at .01 statistical level: legal authorities/power (β=.424); registry job (β=.372); crime management/supervision (β=.206). However, these aspects significantly influenced on the effectiveness of the Local Government Administration at .05 statistical level: the development of the villages and sub-districts and the promotion of the people’s careers (PD4) (β=.109). Altogether, these aspects could be used to correctly predict the performance effectiveness of the Local Government Administration in Pla Pak District, Nakhon Phanom Province 36.10 percent (R2=.361).
