การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัย 1) เพื่อศึกษาระดับภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารการมีส่วนร่วมของประชาชน และประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร 2) เพื่อศึกษาอิทธิพลของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหาร การมีส่วนร่วมของประชาชน ที่ส่งผลต่อประสิทธิผลการนำนโยบายไปปฏิบัติของขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร กลุ่มตัวอย่างได้แก่ เจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร จำนวน 268 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ
ผลการวิจัยพบว่า
1. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในพื้นที่อำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับมาก การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์กรปกครองส่วนท้องถิ่นในพื้นที่อำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับปานกลาง ประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับมาก 2. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหาร ด้านการควบคุมองค์การให้สมดุล (β=.357) และด้านการปฏิบัติอย่างมีคุณธรรม (β=.340) มีอิทธิพลต่อประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำนายระดับประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร ได้ร้อยละ 67.20 (R2=.672) ยกเว้น ด้านการกำหนดทิศทางเชิงกลยุทธ์ ด้านการบริหารทรัพยากรองค์การ และด้านการสนับสนุนวัฒนธรรมองค์การที่มีประสิทธิภาพ การมีส่วนร่วมของประชาชนด้านการมีส่วนร่วมในการรับผลประโยชน์ (β=.405) และการมีส่วนร่วมในการประเมินผล (β=.264) มีอิทธิพลต่อประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนการมีส่วนร่วมในการตัดสินใจ (β=.152) มีอิทธิพลต่อประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายระดับประสิทธิผลการนำนโยบายไปปฏิบัติขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร ได้ร้อยละ 45.90 (R2=.459) ยกเว้นการมีส่วนร่วมในการดำเนินการ
The purposes of this research included the following: 1) To study the strategic leadership level of executives. public participation and the effectiveness of policy implementation of local government organizations in Mueang Sakon Nakhon District 2) To study the influence of executives strategic leadership. public participation that affects the effectiveness of policy implementation of local government organizations in Mueang Sakon Nakhon District. The sample group included officials of local government organizations in Mueang Sakon Nakhon District. Sakon Nakhon Province,268 people A stratified sampling method was used. The questionnaire was used as the tool for data collection and statistics employed for data analysis incorporated frequency, percentage, standard deviation, and Multiple Regression Analysis.
The study revealed these results: 1. Strategic leadership of local administrative organization executives in Mueang Sakon Nakhon District. Overall, it is at a high level Publicparticipation in the operations of local government organizations in the Mueang Sakon Nakhon District area. Strategic leadership of executives The aspect of controlling the organization to be balanced (β=.357) and the aspect of acting with morality (β=.340) influence the effectiveness of policy implementation of local government organizations in Mueang Sakon Nakhon District. Statistically significant at the . 05 level, they can jointly predict the level of effectiveness of policy implementation of local administrative organizations in Mueang Sakon Nakhon District at 45.90 percent. (R2=.459) except participation in the operation.
