การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น สร้างกลยุทธ์การบริหารจัดการศึกษาปฐมวัยที่มีประสิทธิผล และประเมินกลยุทธ์การบริหารจัดการศึกษาปฐมวัยที่มีประสิทธิผลภายใต้การบริหารเชิงพื้นที่แบบบูรณาการในสำนักงานศึกษาธิการภาค 11 กลุ่มตัวอย่างประกอบด้วย ผู้บริหารโรงเรียน ครูผู้สอนระดับปฐมวัย ผู้บริหารสำนักงานศึกษาธิการภาค 11 และผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษา รวมจำนวน 291 คนโดยใช้การสุ่มแบบหลายขั้นตอน ใช้ระเบียบวิธีวิจัยแบบการวิจัยเชิงนโยบาย ซึ่งแบ่งการวิจัยออกเป็น 3 ระยะ ได้แก่ 1) การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น 2) การสร้างและพัฒนากลยุทธ์ และ 3) การประเมินกลยุทธ์ เครื่องมือที่ใช้ในการเก็บข้อมูลการวิจัย ประกอบด้วย แบบสัมภาษณ์แบบไม่มีโครงสร้าง แบบสอบถามชนิดมาตราส่วนประมาณค่าสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการหาค่า ผลการวิจัย พบว่า 1. สภาพปัจจุบันของการบริหารการจัดการศึกษาปฐมวัยที่มีประสิทธิผลภายใต้การบริหารเชิงพื้นที่แบบบูรณาการในสำนักงานศึกษาธิการภาค 11 โดยรวม อยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการบริหารการจัดการศึกษาปฐมวัยที่มีประสิทธิผลภายใต้การบริหารเชิงพื้นที่แบบบูรณาการในสำนักงานศึกษาธิการภาค 11 โดยรวมอยู่ในระดับมากที่สุด และความต้องการจำเป็นของกลยุทธ์การบริหารจัดการศึกษาปฐมวัยที่มีประสิทธิผลภายใต้การบริหารเชิงพื้นที่แบบบูรณาการในสำนักงานศึกษาธิการภาค 11 พบว่า มีค่าความต้องการจำเป็นสูงที่สุด คือ องค์ประกอบการจัดประสบการณ์เด็กปฐมวัย รองลงมาคือ องค์ประกอบการบริหารและการจัดการศึกษาปฐมวัยที่มีประสิทธิผล องค์ประกอบการมีส่วนร่วมในการจัดการศึกษาปฐมวัย และองค์ประกอบหลักสูตรและการบริหารหลักสูตร 2. การสร้างและพัฒนากลยุทธ์การบริหารจัดการศึกษาปฐมวัยที่มีประสิทธิผลภายใต้การบริหารเชิงพื้นที่แบบบูรณาการในสำนักงานศึกษาธิการภาค 11 มีองค์ประกอบสำคัญคือ 1) วิสัยทัศน์ 2) พันธกิจ 3) เป้าประสงค์ 4) ประเด็นกลยุทธ์และ 5) แนวทางการดำเนินงาน สรุปได้ดังนี้ กลยุทธ์ ประกอบด้วย 4 กลยุทธ์หลัก 14 กลยุทธ์ย่อย 77 แนวทางการดำเนินงาน ซึ่งกลยุทธ์หลัก ประกอบด้วย 1) การจัดประสบการณ์เด็กปฐมวัย มี 4 องค์ประกอบรอง 20 แนวทางการดำเนินงาน2) การบริหารและการจัดการศึกษาปฐมวัยที่มีประสิทธิผล มี 5 องค์ประกอบรอง 17 แนวทางการดำเนินงาน 3) การมีส่วนร่วมในการจัดการศึกษาปฐมวัย มี 3 องค์ประกอบรอง 13 แนวทางการดำเนินงานและ 4) หลักสูตรและการบริหารหลักสูตรมี 2 องค์ประกอบรอง 27 แนวทางการดำเนินงาน 3. ผลการประเมินกลยุทธ์การบริหารจัดการศึกษาปฐมวัยที่มีประสิทธิผลภายใต้การบริหารเชิงพื้นที่แบบบูรณาการในสำนักงานศึกษาธิการภาค 11 โดยผู้เชี่ยวชาญ ประเมินกลยุทธ์ 3 ประเด็น คือ ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ โดยภาพรวมอยู่ในระดับมากที่สุด
The purposes of this research were to examine the current and desired conditions, priority needs, establish effective strategic management for early childhood education, and evaluate the effective strategic management of early childhood education under integrated area-based administration in the Regional Education Office 11. The sample consisted of school administrators, early childhood teachers, administrators from the Regional Education Office 11, and directors of Primary Educational Service Area Offices, totaling 291 participants, using multi - stage random sampling. The research employed a policy research approach and divided into three phases: 1) examining the current and desired conditions and priority needs; 2) establishing and developing strategies; and 3) evaluating the developed strategies. The data collection tools comprised unstructured interviews and rating - scale questionnaires. The statistical methods used for data analysis included frequency, percentage, mean, standard deviation, and the calculation of the value.
The findings were as follows:
1. The current condition of effective early childhood education under integrated area - based administration in the Regional Education Office 11 was overall at a moderate level whereas the overall desired condition was overall at the highest level. The priority needs of such strategies indicated that the component with the highest priority was the early childhood experience organization component, followed by the effective administration and management of early childhood education, the participation in early childhood education management, and the curriculum and curriculum management.
2. The establishment and development of strategic management of effective early childhood education under integrated area-based administration in
the Regional Education Office 11 comprised five key components: 1) vision, 2) mission, 3) objectives, 4) strategic issues, and 5) operational guidelines. Overall, the developed strategies comprised four main strategies, 14 sub - strategies, and 77 operational guidelines. The four main strategies were as follows: 1) Organizing early childhood experiences, comprising four sub-strategies, and 20 operational guidelines;2) Effective administration and management of early childhood education, comprising five sub - strategies and 17 operational guidelines; 3) Participation in early childhood education management, comprising three sub - strategies and 13 operational guidelines; and 4) Curriculum and curriculum management, comprising two Sub - strategies and 27 operational guidelines. 3. The strategic management of effective early childhood education under integrated area - based administration in the Regional Education Office 11 was evaluated by experts across three aspects: suitability, feasibility, and utility. Overall, the strategies were rated at the highest level.
