การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนในภาคตะวันออกเฉียงเหนือ 2) สร้างและพัฒนารูปแบบการพัฒนาการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนในภาคตะวันออกเฉียงเหนือ และ 3) ประเมินรูปแบบการพัฒนาการบริหารคุณภาพที่พัฒนาขึ้น โดยใช้ระเบียบวิธีการวิจัยและพัฒนา (Research and Development: R&D) โดยแบ่งเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบการบริหารคุณภาพและองค์ประกอบของรูปแบบ และการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารจำนวน 274 คน ในวิทยาลัยอาชีวศึกษาเอกชน ภาคตะวันออกเฉียงเหนือ ปีการศึกษา 2567 ในการกำหนดขนาดของกลุ่มตัวอย่างใช้ตารางของ Krejcie and Morgan ระยะที่ 2 การสร้างและพัฒนารูปแบบ และระยะที่ 3 การประเมินรูปแบบ เครื่องมือที่ใช้ในการเก็บข้อมูลการวิจัย ประกอบด้วย แบบสัมภาษณ์แบบมีโครงสร้างและแบบสัมภาษณ์แบบไม่มีโครงสร้าง แบบสอบถามชนิดมาตราส่วนประมาณค่า (Rating Scale) จากการตรวจสอบความเที่ยงตรงเชิงเนื้อหาพบว่าค่าเฉลี่ยของดัชนีความสอดคล้องรายข้ออยู่ระหว่าง .80-1.00 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการหาค่า 〖"PNI" 〗_"Modified" ผลการวิจัย พบว่า 1. องค์ประกอบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 5 องค์ประกอบหลัก 20 องค์ประกอบรองและ 80 ตัวบ่งชี้ โดยแต่ละองค์ประกอบการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชน มีลำดับความต้องการจำเป็นในการพัฒนาเรียงจากมากไปหาน้อย ดังนี้ 1) การบริหารจัดการศึกษาในรูปแบบสมัยใหม่ มี 3 องค์ประกอบรอง 13 ตัวบ่งชี้ 2) การมีส่วนร่วมของบุคลากรและผู้มีส่วนได้เสีย มี 4 องค์ประกอบรอง 15 ตัวบ่งชี้ 3) การพัฒนาบุคลากรอย่างต่อเนื่อง มี 3 องค์ประกอบรอง 10 ตัวบ่งชี้ 4) การใช้เทคโนโลยีดิจิทัลเพื่อการจัดการเรียนการสอน มี 4 องค์ประกอบรอง 26 ตัวบ่งชี้ และ 5) ความเป็นผู้นำและความผูกพัน มี 6 องค์ประกอบรอง 15 ตัวบ่งชี้ 2. รูปแบบการพัฒนาการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนในภาคตะวันออกเฉียงเหนือที่สร้างขึ้น มีองค์ประกอบของรูปแบบการพัฒนา ประกอบด้วยหลักการ ความมุ่งหมาย เนื้อหา กระบวนการพัฒนา สื่อและแหล่งเรียนรู้ และการวัดและประเมินผล และจากประเมินความเหมาะสมของรูปแบบที่พัฒนาขึ้น โดยภาพรวม พบว่า อยู่ในระดับมากที่สุด 3. ผลการประเมินรูปแบบการพัฒนาการบริหารคุณภาพของวิทยาลัยอาชีวศึกษาเอกชนในภาคตะวันออกเฉียงเหนือ โดยผู้เชี่ยวชาญจำนวน 9 ท่าน ในด้านความถูกต้อง ความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ โดยรวม อยู่ในระดับมากที่สุด (x̄ = 4.58)
This research aimed to 1) examine the components of quality management in private vocational colleges in the Northeast Region; 2) develop a quality management model for private vocational colleges in the Northeast Region; and 3) validate the developed model. The research employed a Research and Development (R&D) approach consisting of three phases: Phase I involved analyzing the components of quality management and model components, as well as conducting a survey of 274 administrators working from private vocational colleges in the Northeast Region during the 2024 academic year. The sample size was determined based on the Krejcie and Morgan table. Phase II focused on developing the model, and Phase III entailed assessing the developed model. The research instruments for data collection included both structured and unstructured interview forms, as well as a set of rating-scale questionnaires. The content validity analysis revealed that the mean scores of item-objective congruence (IOC) ranged from .80 to 1.00. Statistics for data analysis included frequency, percentage, mean, standard deviation, and the PNImodified index. The findings revealed that: 1. The components of quality management in private vocational colleges in the Northeast Region comprised five main components, 20 subcomponents, and 80 indicators. The components were prioritized in descending order of need as follows: 1) modern educational management, comprising three subcomponents and 13 indicators; 2) participation of personnel and stakeholders, comprising four subcomponents and 15 indicators; 3) continuous personnel development, including three subcomponents and ten indicators; 4) application of digital technologies in teaching and learning management, encompassing four subcomponents, 26 indicators; and 5) leadership and commitment, consisting of six subcomponents and 15 indicators. 2. The developed model comprised principles, objectives, content, development processes, media and learning resources, as well as evaluation and measurement components. The overall evaluation indicated that the developed model was rated at the highest level of appropriateness. 3. The developed model was validated by nine experts in terms of accuracy, appropriateness, feasibility, and usefulness, all of which were rated at the highest level (x̄ = 4.58).
