การวิจัยครั้งนี้มีความมุ่งหมายเพื่อพัฒนารูปแบบ ตรวจสอบความถูกต้อง ความเหมาะสมและประโยชน์ของรูปแบบ และทำคู่มือการใช้รูปแบบการนิเทศภายในสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ การดำเนินการวิจัย แบ่งเป็น 3 ระยะ คือ ระยะที่ 1 การพัฒนารูปแบบโดยการวิเคราะห์เอกสาร การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน พหุกรณีศึกษาโรงเรียนขนาดเล็กที่มีผลการปฏิบัติที่เป็นเลิศ 2 โรงเรียน และเทคนิคเดลฟายแบบปรับปรุง 3 รอบ ซึ่งได้จากความคิดเห็นของผู้เชี่ยวชาญ จำนวน 21 คน ระยะที่ 2 การตรวจสอบความถูกต้อง ความเหมาะสมและประโยชน์ของรูปแบบที่พัฒนาขึ้น โดยสอบถามผู้บริหารสถานศึกษาและครูวิชาการในโรงเรียนขนาดเล็ก จำนวน 735 คน ใช้การสุ่มแบบหลายขั้นตอนเครื่องมือที่ใช้เป็นแบบสอบถามประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยโปรแกรมคอมพิวเตอร์ และระยะที่ 3 การจัดทำคู่มือการใช้รูปแบบ การนิเทศภายในสำหรับโรงเรียนขนาดเล็กที่พัฒนาขึ้น ตรวจสอบความเหมาะสม โดยผู้ทรงคุณวุฒิ 5 คน วิเคราะห์ด้วยการหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยสรุปได้ดังนี้
1. รูปแบบการนิเทศภายในสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 4 องค์ประกอบหลัก ได้แก่ 1) ปัจจัยที่เอื้อต่อการนิเทศภายในโรงเรียน 2) ขอบข่ายนิเทศภายในโรงเรียน 3) กระบวนการนิเทศแบบ NPSFE และ 4) ผลของการนิเทศภายในโรงเรียน
2. รูปแบบการนิเทศภายในสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือที่ผู้วิจัยพัฒนาขึ้นมีความถูกต้อง ความเหมาะสม และเป็นประโยชน์ โดยรวมในระดับมาก (= 4.38, 4.31, 4.42 ตามลำดับ)
3. คู่มือการใช้รูปแบบการนิเทศภายในสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือมีความเหมาะสมโดยรวมอยู่ในระดับมาก (=4.41)
The objectives of this study were to develop, to examine the correctness, appropriateness and usefulness and to construct user manual on the author’s internal supervision model for small-sized schools under the Office of the Basic Education Commission in the North-eastern region of Thailand. The study was divided into 3 phases. The model was developed in the first phase from the information synthesized from document analysis, an interview of 9 experts, multi-case studies on 2 small-sized schools with best practices on administration and performance as well as 3-round application of modified Delphi’s technique from the comments of 21 professionals. The examination on the correctness, appropriateness and usefulness of the developed model was conducted in the second phase by using the opinions and comments received from 735 small-sized school directors and academic teachers, which were selected through multi-stage sampling. The tool employed was a 5-level rating scale questionnaire. Data analysis was conducted with the aid of computer software. A user manual on the developed model was created in the third phase and received appropriateness examination by 5 experts. An analysis was also conducted to determine the percentage and standard deviation of the data.
The results can be concluded as follows.
1. The developed internal supervision model for small-sized schools under the Office of the Basic Education Commission in the North-eastern region of Thailand comprises 4 main components namely 1) supporting factors of internal supervision; 2) scope of internal supervision; 3) supervision process (NPSFE) and 4) internal supervision result.
2. The correctness appropriateness and usefulness of the developed internal supervision model for small-sized schools under the Office of the basic education commission in the northeastern region of Thailand in an overall is at a high level with = 4.38, 4.31, 4.42 consecutively.
3. The overall appropriateness of the developed user manual on internal supervision model for small-sized schools under the office of the basic education commission in the northeastern region of Thailand is at a high level (=4.41).
