การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) พัฒนารูปแบบความสัมพันธ์โครงสร้างเชิงเส้นของปัจจัยที่ส่งผลต่อการบริหารเวลาอย่างมีประสิทธิภาพของผู้บริหารสถานศึกษา และ 2) ตรวจสอบรูปแบบความสัมพันธ์โครงสร้างเชิงเส้นของปัจจัยที่ส่งผลต่อการบริหารเวลาอย่างมีประสิทธิภาพของผู้บริหารสถานศึกษา ที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ การดำเนินการวิจัยแบ่งเป็นสองระยะ คือ ระยะที่ 1 การกำหนดกรอบแนวคิดการวิจัย โดยการวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 7 คน และศึกษาโรงเรียนดีเด่นที่ได้รับรางวัลพระราชทาน จำนวน 3 โรงเรียน และระยะที่ 2 การตรวจสอบสมมติฐานการวิจัย เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเที่ยงตรงระหว่าง 0.80 ถึง 1.00 ค่าอำนาจจำแนกระหว่าง 0.42 ถึง 0.75 และค่าความเชื่อมั่น 0.98 กลุ่มตัวอย่างเป็นผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ในภาคตะวันออกเฉียงเหนือ ในปีการศึกษา 2560 จำนวน 505 คน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้สัดส่วน 20 เท่าของตัวแปรสังเกตได้ การได้มาของกลุ่มตัวอย่างใช้วิธีการสุ่มแบบหลายขั้นตอน วิเคราะห์ข้อมูลด้วยการหาความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์ความสัมพันธ์เชิงสาเหตุ
ผลการวิจัยพบว่า
1. ปัจจัยที่ส่งผลต่อการบริหารเวลาอย่างมีประสิทธิภาพของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา ในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 4 ปัจจัย คือ เครื่องมือที่ช่วยในการบริหารเวลา การขจัดตัวการที่ทำให้เสียเวลา เทคนิคการบริหารเวลา และการวางแผนการใช้เวลา
2. รูปแบบที่พัฒนาขึ้นมีความสอดคล้องกับข้อมูลเชิงประจักษ์ ( = 36.51, p-value = 1.00, df = 83, /df = 0.43, RMSEA = 0.00, GFI = 0.99, AGFI = 0.98, Largest Standardized Residual = 1.74) โดยการบริหารเวลาอย่างมีประสิทธิภาพของผู้บริหารสถานศึกษาได้รับอิทธิพลทางตรงสูงสุดจากปัจจัยการวางแผนการใช้เวลา รองลงมา คือ ปัจจัยเครื่องมือที่ช่วยในการบริหารเวลา อิทธิพลทางอ้อมสูงสุดจากปัจจัย การขจัดตัวการที่ทำให้เสียเวลา รองลงมา คือ ปัจจัยเทคนิคการบริหารเวลา และ อิทธิพลรวมสูงสุดจากปัจจัยการขจัดตัวการที่ทำให้เสียเวลา รองลงมา คือ ปัจจัยเทคนิคการบริหารเวลา ปัจจัยการวางแผนการใช้เวลา และปัจจัยเครื่องมือที่ช่วยในการบริหารเวลา ตามลำดับ โดยปัจจัยทั้ง 4 สามารถร่วมกันอธิบายความแปรปรวนของการบริหารเวลาอย่างมีประสิทธิภาพของผู้บริหารสถานศึกษาได้ร้อยละ 81
The purposes of this research were: 1) to develop the Linear Structural Relationship Model of factors influencing effective time management of school administrators, and 2) to verify the goodness-of-fit of the developed model with the empirical data. The research was divided into two phases: Phase I- Establishing a research conceptual framework through analysis of relevant documents and studies, interviews with seven experts, and a case study of three royal awarded schools, Phase II-Verifying research hypothesis. Data was collected through a 5-level rating scale questionnaire with the content validity range of 0.80 to 1.00, a discriminative power range of 0.42 to 0.75 and the reliability value at 0.98. The sample, obtained through a Multi Stage Random Sampling, consisted of 505 school administrators under the Secondary Educational Service Area Office in the northeast region, in the academic year 2018. The sample size was also determined based on the criterion of 20 times the observed variables. Data was analyzed by determining frequency, percentage, mean, standard deviation, Pearson's Product Moment Correlation Coefficient, and causal relationship analysis.
The findings were as follows:
1. The factors influencing effective time management of school administrators under the Secondary Educational Service Area Office in the Northeast Region comprised four factors: time management tools, elimination of time-wasting matters, time management technique, and time utilization planning.
2. The developed model showed a goodness-of-fit with the empirical data ( = 36.51, p-value = 1.00, df = 83, χ2/df = 0.43, RMSEA = 0.00, GFI = 0.99, AGFI = 0.98, Largest Standardized Residual = 1.74). Time utilization planning had the highest direct effect on the effective time management of school administrators, followed by time management tools. The indirect effects were elimination of unimportant or time-wasting matters, followed by time management technique. Elimination of time-wasting matters had the highest total effect, followed by time management technique, time utilization planning, and time management tools, respectively. The four said factors could explain the variance of effective time management of school administrators for 81 percent.
