การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี (Mixed Methods Research) มีความมุ่งหมายเพื่อพัฒนากลยุทธ์เครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา การดำเนินการวิจัยแบ่งออกเป็น 4 ระยะ ประกอบด้วย ระยะที่ 1 การศึกษาองค์ประกอบเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา ดำเนินการโดยการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน และประเมินความเหมาะสมขององค์ประกอบโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ระยะที่ 2 การพัฒนากลยุทธ์การพัฒนาเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา ดำเนินการโดยสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน เพื่อวิเคราะห์จุดแข็ง โอกาส แรงบันดาลใจ และผลลัพธ์ และพัฒนากลยุทธ์เครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา โดยการสนทนากลุ่ม ผู้ทรงคุณวุฒิ จำนวน 7 คน ระยะที่ 3 การตรวจสอบความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของกลยุทธ์การพัฒนาเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา จากกลุ่มตัวอย่างจำนวน 306 คน และระยะที่ 4 การจัดทำคู่มือการใช้กลยุทธ์การพัฒนาเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา โดยผู้เชี่ยวชาญ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสังเคราะห์เอกสาร แบบสัมภาษณ์ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. องค์ประกอบเครือข่ายความร่วมมือทางวิชาการมี 7 องค์ประกอบ ได้แก่ 1) การประสานหน่วยงาน/องค์กรเครือข่าย 2) การพัฒนาแผนยุทธศาสตร์ความร่วมมือ 3) การตระหนักถึงความจำเป็นในการสร้างเครือข่าย 4) การกำหนดวิสัยทัศน์ร่วมกัน 5) การมีส่วนร่วมของสมาชิกเครือข่าย 6) การแลกเปลี่ยนเรียนรู้ และ 7) การประเมินผลและ การปรับปรุงงาน โดยทุกองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด 2. กลยุทธ์การพัฒนาเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา ประกอบด้วยวิสัยทัศน์ 7 พันธกิจ 7 เป้าประสงค์ 9 กลยุทธ์ 45 วิธีดำเนินการ และ 45 ตัวชี้วัด 3. กลยุทธ์การพัฒนาเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา ในภาพรวมมีความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์อยู่ในระดับ มากที่สุด 4. คู่มือการใช้กลยุทธ์การพัฒนาเครือข่ายความร่วมมือทางวิชาการของวิทยาลัยอาชีวศึกษา ในภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
This mixed-methods research aimed to develop academic collaboration network strategies for vocational colleges under the Office of the Vocational Education Commission. The research operation was divided into four phases. Phase 1 involved identifying the components of the academic collaboration network of vocational colleges, conducted through interviews with five experts and suitability assessments by another group of five experts. Phase 2 focused on developing the academic collaboration network development strategies, which involved interviewing five experts to analyze Strengths, Opportunities, Aspirations, and Results (SOAR analysis) and a focus group discussion with seven experts to refine the strategies. Phase 3 involved evaluating the propriety, feasibility, and usefulness of the developed strategies administered to 306 participants. Phase 4 composed a manual for implementing the strategies, with quality validation from five experts. The research instruments included a document synthesis form, semi-structured interview forms, and 5-point rating scale questionnaires. Data were analyzed for frequency, percentage, mean, and standard deviation. The findings were as follows. 1. The academic collaboration network consisted of seven components: 1) network agency/organization coordination, 2) strategic cooperation planning, 3) awareness of networking necessity, 4) collaborative vision setting, 5) participation of network members, 6) knowledge exchange, and 7) evaluation and continuous improvement. All components showed the highest level of propriety. 2. The strategies for developing the academic collaboration network of vocational colleges comprised one vision, seven missions, seven objectives, nine strategies, 45 implementation measures, and 45 indicators. 3. The developed academic collaboration network strategies, in overall, were rated at the highest level of propriety, feasibility, and usefulness. 4. The strategic implementation manual, in overall, was rated at the highest level of propriety.
