การวิจัยครั้งนี้เป็นการวิจัยแบบผสมผสานวิธี มีความมุ่งหมายเพื่อพัฒนากลยุทธ์การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ การดำเนินการวิจัยแบ่งออก เป็น 4 ระยะ ประกอบด้วยระยะที่ 1 การศึกษาองค์ประกอบภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา ดำเนินการโดยการสังเคราะห์เอกสารและงานวิจัย การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน และประเมินความเหมาะสมขององค์ประกอบโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ระยะที่ 2 การพัฒนากลยุทธ์การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา ดำเนินการโดยการสนทนากลุ่มผู้ทรงคุณวุฒิ จำนวน 7 คน ระยะที่ 3 การตรวจสอบความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของกลยุทธ์ ดำเนินการโดยเก็บข้อมูลกับผู้บริหารโรงเรียนที่เป็นกลุ่มตัวอย่าง จำนวน 387 คน ซึ่งได้มาโดยการสุ่มแบบหลายขั้นตอน และระยะที่ 4 การจัดทำคู่มือการใช้กลยุทธ์การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสังเคราะห์เอกสาร แบบสัมภาษณ์ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า
1. องค์ประกอบภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา ประกอบด้วย 5 องค์ประกอบ ได้แก่ 1) การมีวิสัยทัศน์ 2) การมีจินตนาการ 3) การมีความยืดหยุ่น 4) การมีความคิดสร้างสรรค์ และ 5) การทำงานเป็นทีม โดยทุกองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด
2. กลยุทธ์การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ประกอบด้วยวิสัยทัศน์ 6 พันธกิจ 6 เป้าประสงค์ 7 กลยุทธ์ และ 19 ตัวชี้วัด
3. กลยุทธ์การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา ในภาพรวมมีความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์อยู่ในระดับมากที่สุด
4. คู่มือการใช้กลยุทธ์การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารโรงเรียนประถมศึกษา ในภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
This mixed methods research aimed to developt strategies of creative leadership development for primary school administrators under the Office of the Basic Education Commission in the Northeast. The study was conducted in four phases. Phase 1 was to identify the of creative leadership components among primary school administrators using intensive review, and interviews with five experts, followed by the component validation by another five experts. Phase 2 was to develop creative leadership development strategies for primary school administrators applying a focus group discussion with seven experts. Phase 3 was to determine the propriety, feasibility, and utility of the strategies by collecting data from 387 school administrators, selected using multi-stage random sampling. Phase 4 was to compose a manual for implementing the strategies for creative leadership development among primary school administrators. The instruments included a synthesis form, interview forms, and a 5-point Likert scale questionnaire. Statistics used fin data analysis were frequency, percentage, mean, and standard deviation. The research findings revealed that, 1. Creative leadership of primary school administrators consisted of five components, namely 1) Vision, 2) Imagination, 3) Flexibility, 4) Creativity, and 5) Teamwork. All components were rated at the highest level of propriety. 2. The strategies to develop creative leadership consisted of a vision, six missions, six goals, 7 strategies and 19 indicators. 3. The strategies to develop creative leadership of primary school administrators demonstrated the highest level of propriety, feasibility, and utility. 4. The manual for implementing the strategies to develop creative leadership of primary school administrators was rated at the highest level of propriety.
