การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบและความต้องการจำเป็นของภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษาในบริบท BANI World โรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ 2) สร้างและพัฒนารูปแบบการพัฒนาภาวะผู้นำเชิงจริยธรรม และ 3) ศึกษาประสิทธิผลของรูปแบบ การวิจัยนี้ใช้ระเบียบวิธีการวิจัยและพัฒนา (R & D) ดำเนินการ 3 ระยะ ระยะที่ 1 สังเคราะห์องค์ประกอบจากเอกสาร ยืนยันโดยผู้ทรคุณวุฒิ จำนวน 8 คน และสำรวจความต้องการจำเป็นจากกลุ่มตัวอย่าง จำนวน 375 คน ระยะที่ 2 สร้างและประเมินรูปแบบโดยผู้เชี่ยวชาญ จำนวน 8 คน ระยะที่ 3 ทดลองใช้กับผู้บริหารสถานศึกษา จำนวน 30 คน วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น (PNIModified) ผลการวิจัยพบว่า 1. ภาวะผู้นำเชิงจริยธรรมประกอบด้วย 5 องค์ประกอบ 60 ตัวบ่งชี้ สภาพที่เป็นจริงโดยรวมอยู่ในระดับปานกลาง (x̄= 3.27) สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด (x̄= 4.57) ลำดับความต้องการจำเป็นจากมากไปน้อย คือ ความยุติธรรมและความเท่าเทียม (PNIModified = 0.482) การให้บริการและเอาใจใส่ผู้อื่น (PNIModified = 0.407) ความซื่อสัตย์และความไว้วางใจ และการควบคุมอารมณ์และเห็นอกเห็นใจผู้อื่น (PNIModified = 0.399 เท่ากัน) และความรับผิดชอบในการคิดและการใช้กลยุทธ์ (PNIModified = 0.313) 2. รูปแบบที่สร้างขึ้นประกอบด้วย 5 องค์ประกอบ ใช้แนวคิดการเรียนรู้แบบ 70:20:10 ระยะเวลา 90 ชั่วโมง ผลการประเมินโดยภาพรวมอยู่ในระดับมาก (x̄ = 4.37) 3. ผลการทดลองใช้พบว่า ผู้บริหารมีร้อยละความก้าวหน้าด้านความรู้เท่ากับ 51.08 ความพึงพอใจอยู่ในระดับมากที่สุด และร้อยละความก้าวหน้าของพัฒนาการภาวะผู้นำเชิงจริยธรรมโดยรวมเท่ากับ 80.29 ทุกด้านผ่านเกณฑ์ที่กำหนด
The research aimed to 1) examine the components and priority needs of ethical leadership of school administrators in the BANI World context in primary schools under the Office of the Basic Education Commission in the Northeastern Region, 2) construct and develop a model for developing ethical leadership, and 3) validate the model's effectiveness. This research employed a Research and Development (R & D) design conducted in three phases: Phase 1 involved synthesizing components from documentary sources, followed by validation by eight experts. A priority needs assessment was also conducted with 375 participants. Phase 2 focused on the construction and evaluation of the model by eight specialists. Phase 3 involved the implementation of the model with 30 school administrators. Data were analyzed using mean, standard deviation, and Modified Priority Needs Index (PNIModified). The findings were as follows: 1. The ethical leadership comprised five components with 60 indicators. The overall current condition was overall at a moderate level (x̄= 3.27) and the desired condition was at the highest level (x̄= 4.57). The PNIModified values of priority needs were ranked from highest to lowest as follows: justice and equality (0.482), service-mindedness and care (0.407), honesty and trust, and emotional regulation and empathy (0.399 each), and responsibility in strategic thinking (0.313). 2. The developed model comprised five components based on the 70:20:10 learning concept, with a total duration of over 90 hours. Overall, the expert evaluation was rated at a high level (x̄ = 4.37). 3. The results of the model implementation indicated that school administrators achieved a knowledge progress rate of 51.08%, reported the highest level of satisfaction, and demonstrated an overall ethical leadership development gain of 80.29%, with all dimensions passing the 25% criterion.
