การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัย 1) เพื่อศึกษาระดับวัฒนธรรมองค์กร การบริหารเชิงกลยุทธ์และประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร 2) เพื่อศึกษาอิทธิพลของวัฒนธรรมองค์กรและการบริหารเชิงกลยุทธ์ที่ส่งผลต่อประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ เจ้าหน้าที่ตำรวจสังกัดตำรวจภูธรจังหวัดสกลนคร จำนวน 330 นาย ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ
ผลการวิจัยพบว่า
1. วัฒนธรรมองค์กรของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนครโดยภาพรวมอยู่ในระดับมาก (x̄=4.06) การบริหารเชิงกลยุทธ์ของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก (x̄=3.90) และประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร โดยภาพรวมอยู่ในระดับมาก (x̄=3.78)
2. วัฒนธรรมองค์กร ด้านวัฒนธรรมพันธกิจ (β=.630) วัฒนธรรมเอกภาพ(β=.326) และวัฒนธรรมส่วนร่วม (β=.213) มีอิทธิพลต่อประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำงานระดับประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร ได้ร้อยละ 66.60 (R2=.666)
การบริหารเชิงกลยุทธ์ด้านการนำกลยุทธ์ไปปฏิบัติ (β=.500) ด้านการตรวจสอบภาพแวดล้อม (β=.389) และด้านการควบคุมและประเมินผลกลยุทธ์ (β=.170) มีอิทธิพลต่อประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำงานระดับประสิทธิผลการดำเนินงานของสถานีตำรวจในสังกัดตำรวจภูธรจังหวัดสกลนคร ได้ร้อยละ 85.50 (R2=.855)
The purposes of this research included the following: 1) To study the level of organizational culture, strategic management and operational effectiveness of police stations under the Sakon Nakhon Provincial Police. 2) To study the influence of organizational culture and strategic management on operational effectiveness of police stations under the Sakon Nakhon Provincial Police. The sample consisted of 330 police officers from Sakon Nakhon Provincial Police. The stratified sampling method was used, and a questionnaire was used as the data collection tool. The statistics used in data analysis include frequency, percentage, mean, standard deviation and multiple regression analysis.
The study revealed these results:
1. The organizational culture of police stations under the Sakon Nakhon Provincial Police is overall at a high level (x̄=4.06). The overall strategic management of police stations under the Sakon Nakhon Provincial Police is at a high level (x̄=3.90) and the overall operational efficiency of police stations under the Sakon Nakhon Provincial Police is at a high level (x̄=3.78).
2. Organizational culture in terms of mission culture (β=.630), unity culture (β=.326), and participation culture (β=.213) significantly influenced the operational efficiency of police stations under Sakon Nakhon Provincial Police at a statistical level of .01. These factors could be used jointly to correctly predict the operational efficiency of police stations under the Sakon Nakhon Provincial Police at 66.60 percent (R2=.666).
Strategic management in strategy implementation (β=.500), environmental monitoring (β=.389), and strategy control and evaluation (β=.170) significantly influenced the operational effectiveness of police stations under Sakon Nakhon Provincial Police at the .01 level. These factors could be used jointly to correctly predict the operational efficiency of police stations under the Sakon Nakhon Provincial Police at 85.50 (R2=.855)
