การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาที่ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาอุดรธานี กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษาและครู ในปีการศึกษา 2567 จำนวน 362 คน ได้มาโดยใช้วิธีการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยด้านภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษามีค่าความเที่ยงตรงเชิงเนื้อหาระหว่าง 0.80-1.00 ค่าอำนาจจำแนกระหว่าง 0.63-0.90 และค่าความเชื่อมั่น 0.99 และด้านการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน มีค่าความเที่ยงตรงเชิงเนื้อหาระหว่าง 0.80-1.00 ค่าอำนาจจำแนกระหว่าง 0.58-0.86 และค่าความเชื่อมั่น 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัยพบว่า
1. องค์ประกอบของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา มี 5 องค์ประกอบ ได้แก่ 1) การกำหนดทิศทางองค์กร 2) การคิดเชิงกลยุทธ์ 3) การกำหนดกลยุทธ์ 4) การนำกลยุทธ์ไปปฏิบัติ และ 5) การประเมินและควบคุมกลยุทธ์ โดยทั้งภาพรวมและรายองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด ส่วนองค์ประกอบของการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน มี 5 องค์ประกอบ ได้แก่ 1) การเป็นบุคคลที่รอบรู้ 2) การเรียนรู้ร่วมกันเป็นทีม 3) การมีรูปแบบทางความคิด 4) การคิดอย่างเป็นระบบ และ 5) การมีวิสัยทัศน์ร่วมกัน โดยทั้งภาพรวมและรายองค์ประกอบมีความเหมาะสมอยู่ในระดับมากที่สุด
2. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมาก
3. การเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน โดยรวมและรายด้านอยู่ในระดับมาก
4. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษากับการเป็นองค์กรแห่งการเรียนรู้ของโรงเรียน มีความสัมพันธ์กันทางบวกอยู่ในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
5. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา ด้านการประเมินและควบคุมกลยุทธ์ (X5) การกำหนดทิศทางองค์กร (X1) การนำกลยุทธ์ไปปฏิบัติ (X4) และการคิดเชิงกลยุทธ์ (X2) สามารถพยากรณ์การเป็นองค์กรแห่งการเรียนรู้ของโรงเรียนได้ อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีอำนาจพยากรณ์ร้อยละ 71.80 และมีความคลาดเคลื่อนมาตรฐานในการพยากรณ์ เท่ากับ 0.237 และเขียนเป็นสมการพยากรณ์ได้ ดังนี้
สมการพยากรณ์ในรูปคะแนนดิบ คือ
Y = 1.223 + 0.261(X5) + 0.230(X1) + 0.129(X4) + 0.113(X2)
และสมการพยากรณ์ในรูปคะแนนมาตรฐาน คือ
Zy = 0.332(Z5) + 0.275(Z1) + 0.160(Z4) + 0.138(Z2)
6. แนวทางการพัฒนาภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษามี 4 ด้าน คือ การกำหนดทิศทางองค์กร การคิดเชิงกลยุทธ์ การนำกลยุทธ์ไปปฏิบัติและการประเมินและควบคุมกลยุทธ์
The purpose of this study was to investigate the strategic leadership of school administrators that affected learning organization of schools under the Secondary Educational Service Area Office Udon Thani. The participants consisted of 362 school administrators and teachers, who were recruited using multi-stage sampling in the academic year 2024. The instrument was a 5-level rating scale questionnaire, which the part of strategic leadership indicated validity index ranged from 0.80 to 1.00, discrimination power index ranged from 0.63 to 0.90, and reliability index was at 0.99, whereas the part of learning organization ranged from 0.80 to 1.00, discrimination power ranged from 0.58 to 0.86, and reliability index was at 0.97. Statistics used in data analysis included frequency, percentage, mean, standard deviation, Pearson’s correlation coefficient, and stepwise multiple regression analysis. The research findings were as follows. 1. The components of strategic leadership of school administrators comprised five elements, namely 1) establish organization direction, 2) strategic thinking, 3) strategy formulation, 4) strategy implementation, and 5) strategy evaluation and control. The overall and each component were rated at the highest level of propriety. Similarly, the learning organization consisted of five elements, namely 1) personal mastery, 2) team learning, 3) mental models, 4) systems thinking, and 5) shared vision. The overall and each component were rated at the highest level of propriety. 2. The strategic leadership of school administrators, in overall and each aspect were rated at high level. 3. The learning organization in schools, in overall and individual aspects, were rated at a high level. 4. The strategic leadership of school administrators and the development of learning organizations in schools showed positive correlation at high level with statistical significance at .01. 5. The strategic leadership components, including strategy evaluation and control (X5), establish organization direction (X1), strategy implementation (X4), and strategic thinking (X2), predicted the development of learning organizations in schools, and showed predictive power at 71.80 with statistical significance at .01, and indicated standard error of prediction at 0.237. The predictive equations were written as follows. The predictive equation written in raw scores: Y = 1.223 + 0.261(X5) + 0.230(X1) + 0.129(X4) + 0.113(X2) The predictive equation written standardized scores: Zy = 0.332(Z5) + 0.275(Z1) + 0.160(Z4) + 0.138(Z2) 6. The strategic leadership development guidelines for school administrators composed four aspects, namely establish organization direction, strategic thinking, strategy implementation, and strategy evaluation and control.
