                     การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาการบริหารเชิงกลยุทธ์ของผู้บริหาร ที่ส่งผลต่อความเป็นเลิศของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารและครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ปีการศึกษา 2567 จำนวน 330 คน ซึ่งได้มาโดยวิธีการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ โดยด้านการบริหารเชิงกลยุทธ์ของผู้บริหารมีค่าความเที่ยงตรงระหว่าง 0.60-1.00 ค่าอำนาจจำแนกระหว่าง .38-.78 ค่าความเชื่อมั่น เท่ากับ .94 และด้านความเป็นเลิศของโรงเรียน มีค่าความเที่ยงตรง 1.00 ค่าอำนาจจำแนกระหว่าง .48-.81 ค่าความเชื่อมั่นเท่ากับ .97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแบบเป็นขั้นตอน
                      ผลการวิจัยพบว่า
                             1. องค์ประกอบการบริหารเชิงกลยุทธ์ของผู้บริหาร มี 4 องค์ประกอบ ได้แก่ 1) การวิเคราะห์สภาพแวดล้อม 2) การกำหนดกลยุทธ์ 3) การนำกลยุทธ์ไปปฏิบัติ และ 4) การประเมินกลยุทธ์ โดยภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด ส่วนองค์ประกอบความเป็นเลิศของโรงเรียน มี 7 องค์ประกอบ ได้แก่ 1) การนำองค์กร 2) การวางแผนเชิงกลยุทธ์ 3) การมุ่งเน้นผู้รับบริการ 4) การวัด การวิเคราะห์ และการจัดการความรู้ 5) การมุ่งเน้นบุคลากร 6) การมุ่งเน้นการปฏิบัติ และ 7) ผลลัพธ์ โดยภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
                             2. การบริหารเชิงกลยุทธ์ของผู้บริหารโรงเรียน โดยรวมอยู่ในระดับมากที่สุด ส่วนความเป็นเลิศของโรงเรียน โดยภาพรวมอยู่ในระดับมากที่สุด
                             3. การบริหารเชิงกลยุทธ์ของผู้บริหารกับความเป็นเลิศของโรงเรียน มีความสัมพันธ์กันทางบวกในระดับสูง อย่างมีนัยสําคัญทางสถิติที่ระดับ .01
                             4. การบริหารเชิงกลยุทธ์ของผู้บริหาร 4 ด้าน ได้แก่ การประเมินกลยุทธ์ (X₄) การวิเคราะห์สภาพแวดล้อม (X₁) การนำกลยุทธ์ไปปฏิบัติ (X₃) การกำหนดกลยุทธ์ (X₂) สามารถร่วมกันพยากรณ์ความเป็นเลิศของโรงเรียนได้ร้อยละ 82.70 อย่างมีนัยสำคัญ ทางสถิติที่ระดับ .01 ความคลาดเคลื่อนมาตรฐานในการพยากรณ์เท่ากับ .042 สามารถเขียนสมการพยากรณ์ได้ดังนี้

                              5. แนวทางในการพัฒนาการบริหารเชิงกลยุทธ์ของผู้บริหารที่ส่งผลต่อความเป็นเลิศของโรงเรียน มี 1 ด้าน คือ การประเมินกลยุทธ์ ซึ่งประกอบด้วย 1 วัตถุประสงค์ 4 ผลลัพธ์หลัก 20 แนวทางการพัฒนา โดยแนวทางการพัฒนาในภาพรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด

                    The purpose of this research was to investigate the strategic management of administrators that affected the excellence of schools under Sakon Nakhon Primary Educational Service Area Office 1. The participants comprised of 330 administrators and teachers under Sakon Nakhon Primary Educational Service Area office 1, who ere recruited using multi-stage sampling in academic year of 2024. The instrument used in data collection was a 5-level rating scale questionnaire, which the part of strategic management of administrators indicated validity index ranged between 0.60-1.00, discrimination power index ranged between .38-.78, and reliability index was at .94, whereas the part of the excellence of school indicated validity index was at 1.00, discrimination power index ranged between .48-.81, and reliability index was at .97. Statistics used in data analysis were frequency, percentage, mean, standard deviation, Pearson's product moment correlation coefficient, stepwise multiple regression analysis.
                    The findings were as follows.
                          1. The strategic management of administrators consisted of four components, namely 1) environmental analysis, 2) strategy formulation, 3) strategy implementation, and 4) strategy evaluation. All components showed the highest level of propriety. The excellence of schools consisted of seven components, namely 1) organizational leadership, 2) strategic planning, 3) customer focus, 4) measurement, analysis, and knowledge management, 5) personnel focus, 6) practice focus, and 7) results. All components showed the highest level of propriety.
                         2. The strategic management of administrators, in overall, was at the highest level and the excellence of schools, in overall, was at high level.
                         3. The strategic management of administrators and the excellence of schools showed positively correlation at the high level with statistical significance at .01.
                         4. The strategic management of administrators in the aspects strategy evaluation (X₄), environmental analysis (X₁), strategy implementation (X₃) and strategy formulation (X₂) predicted the excellence schools under Sakon Nakhon Primary Educational Service Area office 1 with statistically significance at .01 and the predictive power at 82.70%. The standard error of estimate was at .042. The predictive equations were shown as follows.

                         5. The guidelines for developing the strategic management of administrators affecting the excellence of schools composed of one aspect, which was strategy evaluation, 1 objective, 4 key results and 20 development guidelines. The overall guidelines showed the highest level of propriety and feasibility.
