การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาระดับคุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา สังกัดแผนกศึกษาธิการและกีฬา แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน 2) เปรียบเทียบคุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง ประเภทของโรงเรียน และประสบการณ์ในการปฏิบัติงาน และ 3) หาแนวทางการพัฒนาคุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา สังกัดแผนกศึกษาธิการและกีฬา แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว กลุ่มตัวอย่าง ได้แก่ ผู้บริหารโรงเรียนและครูผู้สอน โรงเรียนมัธยมศึกษาสังกัดแผนกศึกษาธิการและกีฬา แขวงสะหวันนะเขต ปีการศึกษา 2567 จำนวน 341 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูล เป็นแบบสอบถามเกี่ยวกับคุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.658 และแบบสัมภาษณ์แนวทางการพัฒนาคุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที (t - test) ชนิด Independent Samples การทดสอบเอฟ (F - test) และการวิเคราะห์ความแปรปรวนทางเดียว (One - Way ANOVA) ผลการวิจัย พบว่า 1. คุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน โดยรวมและรายด้านอยู่ในระดับมาก 2. คุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา จำแนกตาม สถานภาพการดำรงตำแหน่ง ประเภทของโรงเรียน และประสบการณ์ในการปฏิบัติงานโดยรวมและรายด้านไม่แตกต่างกัน 3. แนวทางการพัฒนาคุณลักษณะอันพึงประสงค์ของผู้บริหารโรงเรียนมัธยมศึกษา สังกัดแผนกศึกษาธิการและกีฬา แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว เสนอแนะไว้ 3 ด้าน ดังนี้ 3.1 ด้านภาวะผู้นำ มีแนวทางดังนี้ ผู้บริหารควรเข้าอบรม สัมมนาและศึกษาดูงาน ประเมินทักษะและศักยภาพของตนเองอย่างสม่ำเสมอเพื่อวางแผนการพัฒนาที่ชัดเจน สร้างเครือข่ายเพื่อแลกเปลี่ยนประสบการณ์ระหว่างผู้นำคนอื่น ๆ และมีพี่เลี้ยงหรือโค้ชที่มีประสบการณ์ช่วยแนะนำแนวทางการพัฒนาภาวะผู้นำที่เหมาะสมกับสถานการณ์ 3.2 ด้านคุณธรรมและจริยธรรม มีแนวทางดังนี้ ผู้บริหารควรเข้าอบรมเชิงปฏิบัติการหรือเข้าค่ายเสริมสร้างคุณธรรมและจริยธรรม และผู้บริหารควรมีจิตสำนึกที่ดี มีความรับผิดชอบต่อหน้าที่ เสียสละ ปฏิบัติหน้าที่ด้วยความรวดเร็ว โปร่งใส่และสามารถตรวจสอบได้ ยึดมั่นในจริยธรรม ยืนหยัดกระทำในสิ่งที่ถูกต้องและเป็นธรรม 3.3 ด้านความรู้ความสามารถ มีแนวทางดังนี้ ผู้บริหารควรเข้าการอบรมเชิงปฏิบัติการ การศึกษาดูงาน และการศึกษาต่อในระดับที่สูงขึ้น เปิดโอกาสให้ตนเองเป็นผู้แสวงหาความรู้เพื่อพัฒนาตนเองในทักษะใหม่ ๆ เช่น ทักษะในยุคดิจิทัล และพร้อมรับการเปลี่ยนแปลงและรับการเรียนรู้อยู่ตลอดเวลา
This research aimed to examine the desirable characteristics of secondary school administrators under the Education and Sports Department in Savannakhet Province, Lao People's Democratic Republic (Lao PDR), as perceived by school administrators and teachers; 2) compare desirable characteristics of secondary school administrators, as perceived by participants with different positions, school types, and work experience; and 3) establish guidelines for developing desirable characteristics of secondary school administrators. The sample consisted of 341 participants, including school administrators and teachers from secondary schools under the Education and Sports Department in Savannakhet Province, Lao PDR, during the 2024 academic year. The instrument for data collection was a questionnaire assessing the desirable characteristics of secondary school administrators, which demonstrated a reliability of 0.658. The interview form was also employed to establish guidelines for developing desirable characteristics of secondary school administrators. Statistics for data analysis include mean, standard deviation, t - test, Independent Samples, and One - Way ANOVA F - test. The research results found that. 1. The desirable characteristics of secondary school administrators, as perceived by participants, were overall and in each aspect at a high level. 2. The desirable characteristics of secondary school administrators, classified by participants’ positions, school types, and work experience, showed no differences overall and in each aspect. 3. The guidelines for developing desirable characteristics of secondary school administrators under the Education and Sports Department in Savannakhet Province, Lao PDR, consisted of three aspects as follows: 3.1 Leadership: Administrators should engage in seminars and study tours, conduct regular self-assessments to identify individual skills and potential to enhance clear development plans, create networks for experience sharing with other leaders, and seek guidance from experienced mentors or coaches who can provide appropriate context recommendations for leadership development. 3.2 Morality and Ethics: Administrators should participate in workshops or training camps aimed at enhancing moral and ethical awareness. Moreover, administrators are expected to demonstrate a strong conscience, take full responsibility for their duties, and show dedication. Their performance should be characterized by transparency and accountability. Administrators should also consistently adhere to ethical principles and uphold justice and integrity in their professional conduct. 3.3 Knowledge and Skills: Administrators should participate in workshops, study tours, and further their education at higher levels. They should also seek opportunities for self - development, particularly in acquiring new skills in the digital era, and must be prepared to adapt to change and commit to ongoing learning.
