การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัย 1) เพื่อศึกษาระดับของการบริหารจัดการแบบประสานความร่วมมือ และทรัพยากรการบริหาร และประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร 2) เพื่อศึกษาอิทธิพลของการบริหารจัดการแบบประสานความร่วมมือ และทรัพยากรการบริหาร ที่ส่งผลต่อประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ อาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) ในอำเภอเมืองสกลนคร จังหวัดสกลนคร จำนวน 343 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ
ผลการวิจัยพบว่า
1. การบริหารจัดการแบบประสานความร่วมมือขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับมาก ทรัพยากรการบริหารขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับมาก ประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร โดยภาพรวมอยู่ในระดับมาก
2. การบริหารจัดการแบบประสานความร่วมมือ ด้านการแสดงบทบาท การริเริ่มความร่วมมือ ตัวแสดงที่เกี่ยวข้อง การจัดโครงสร้างการทำงาน การตัดสินใจ และเป้าหมายของการทำงานร่วมกัน มีอิทธิพลต่อประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำนายระดับประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร ได้ร้อยละ 84.80
ทรัพยากรการบริหาร ด้านบุคลากร ด้านวิธีการทำงาน และด้านงบประมาณ มีอิทธิพลต่อประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ยกเว้นด้านงบประมาณ ด้านวัสดุอุปกรณ์ และด้านการจัดการ โดยสามารถร่วมกันทำนายระดับประสิทธิภาพการดำเนินงานสาธารณสุขตามอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสกลนคร จังหวัดสกลนคร ได้ร้อยละ 94.40
The purposes of the research included the followings: 1) To study the level of collaborative management and administrative resources and the efficiency of public health operations according to the authority and duties of local administrative organizations in Muang Sakon Nakhon District, Sakon Nakhon Province. 2) To study the influence of collaborative management and administrative resources on the efficiency of public health operations according to the authority of local administrative organizations in Muang Sakon Nakhon District, Sakon Nakhon Province. The sample consisted of 343 village health volunteers (VHVs) in Mueang Sakon Nakhon District, Sakon Nakhon Province, using a stratified random sampling method. The tool used for data collection was a questionnaire and statistics employed for data analysis were frequency, percentage, mean, standard deviation, and Multiple Regression, Analysis.
The research revealed these results:
1. The overall collaborative management of local administrative organizations in Sakon Nakhon City District is at a high level. The administrative resources of local government organizations in Sakon Nakhon City District are overall at a high level. The overall efficiency of public health operations under the authority and duties of local administrative organizations in Sakon Nakhon City District is at a high level.
2. Collaborative management in terms of role performance, collaboration initiative, actors involved, work organization, decision making, and collaboration goals. It has a statistically significant influence on the efficiency of public health operations according to the authority and duties of local administrative organizations in Muang Sakon Nakhon District, Sakon Nakhon Province at the .01 level. By jointly predicting the efficiency level of public health operations according to the authority and duties of local administrative organizations in Muang Sakon Nakhon District, Sakon Nakhon Province, at 84.80 percent.
Administrative resources in terms of personnel, working methods and budget significantly influenced the efficiency of public health operations according to the duties of local administrative organizations in Muang Sakon Nakhon District, Sakon Nakhon Province at the .01 level. Except for the budget, equipment, and management aspects, they were able to jointly predict the efficiency level of public health operations according to the authority and duties of local administrative organizations in Muang Sakon Nakhon District, Sakon Nakhon Province, at 94.40 percent.
