การวิจัยครั้งนี้มีความมุ่งหมายของการวิจัยเพื่อศึกษา 1) ระดับภาวะผู้นำเชิงจริยธรรมของผู้บริหาร ปัจจัยทางการบริหารองค์การ และประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอพรรณานิคม จังหวัดสกลนคร 2) อิทธิพลของภาวะผู้นำเชิงจริยธรรมของผู้บริหาร และปัจจัยทางการบริหารองค์การ ที่ส่งผลต่อประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอพรรณานิคม จังหวัดสกลนคร กลุ่มตัวอย่าง ได้แก่ บุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอพรรณานิคม จังหวัดสกลนคร จำนวน 253 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล และสถิติที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ
ผลการวิจัยพบว่า
1. ภาวะผู้นำเชิงจริยธรรมของผู้บริหารองค์กรปกครองส่วนท้องถิ่นโดยภาพรวมอยู่ในระดับมาก ปัจจัยทางการบริหารองค์การขององค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก และประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่น โดยภาพรวมอยู่ในระดับมาก
2. ภาวะผู้นำเชิงจริยธรรมของผู้บริหารองค์กรปกครองส่วนท้องถิ่นด้านความซื่อสัตย์ (β=.441) ด้านความชัดเจนในบทบาท (β=.252) ด้านการดูแลผู้อื่น (β=.210) และด้านความยุติธรรม (β=.172) มีอิทธิพลต่อประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนด้านการแบ่งปันอำนาจ (β=.073) มีอิทธิพลต่อประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยสามารถร่วมกันทำนายระดับประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอพรรณานิคม จังหวัดสกลนคร ได้ร้อยละ 86.20 (R2Adj=.862)
ปัจจัยทางการบริหารองค์การขององค์กรปกครองส่วนท้องถิ่น ด้านทักษะ (β=.337) ด้านรูปแบบการบริหาร (β=.279) ด้านค่านิยมร่วม (β=.273) และด้านโครงสร้างหน่วยงาน (β=.195) มีอิทธิพลต่อประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยสามารถร่วมกันทำนายระดับประสิทธิภาพการดำเนินงานของบุคลากรองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอพรรณานิคม จังหวัดสกลนคร ได้ร้อยละ 77.00 (R2Adj=.770)
The purposes of this research included the following: 1) To study the level of ethical leadership of executives. organizational management factors and operational efficiency of personnel of local government organizations in Phanna Nikhom District Sakon Nakhon Province. 2) To study the influence of executives' ethical leadership. and organizational management factors that affect the operational efficiency of local government organization personnel in Phanna Nikhom District. Sakon Nakhon Province.The sample group consisted of 181 personnel of the local administrative organizations in Phanna Nikhom District Sakon Nakhon Province. They were obtained through a stratified random sampling method. The questionnaire was used as the tool for data collection and statistics employed for data analysis incorporated frequency, percentage, standard deviation, and Multiple Regression Analysis.
The study revealed these results:
1. Ethical leadership of local administrative organization administrators in Phanna Nikhom District Overall, it is at a high level. Organizational administrative factors of local government organizations in Phanna Nikhom District Overall, it is at a high level. and operational efficiency of personnel of local government organizations in Phanna Nikhom District Overall, it is at a high level.
2. Ethical leadership of local administrative organization administrators in terms of honesty (β=.441), role clarity (β=.252), caring for others (β=.210), and justice (β=.172) has an influence on the operational efficiency of local government organization personnel. Statistically significant at the .01 level. As for the aspect of power sharing (β=.073), it has an influence on the operational efficiency of local government organization personnel. Statistically significant at the .05 level, they can jointly predict the level of operational efficiency of personnel of local government organizations in Phanna Nikhom District. Sakon Nakhon Province received 86.20 percent (R2Adj=.862).
Factors in the organizational management of local government organizations in the areas of skills (β=.337), management style (β=.279), shared values (β=.273), and organizational structure (β=.195) have an influence. on the operational efficiency of local government organization personnel Statistically significant at the .01 level. They can jointly predict the level of operational efficiency of local administrative organization personnel in Phanna Nikhom District. Sakon Nakhon Province received 77.00 percent (R2Adj=.770).
