ชุมชนคุณธรรมขับเคลื่อนด้วยพลังบวรต้นแบบบ้านท่าเรือ เป็นชุมชนที่รับการส่งเสริมจนเกิดเป็นชุมชนคุณธรรมต้นแบบ ที่เข้มแข็งสามารถพึ่งพาตนเองได้ ได้รับความร่วมมือจากผู้นำพลัง “บวร” (บ้าน วัด โรงเรียน/ราชการ) ซึ่งเป็นองค์ประกอบหลักของชุมชนคุณธรรมที่สำคัญ เพื่อดำเนินกิจกรรมที่ก่อให้เกิดการมีส่วนร่วมในชุมชนที่ยั่งยืน การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษารูปแบบการขับเคลื่อนชุมชนคุณธรรมด้วยพลังบวรต้นแบบของชุมชนคุณธรรมบ้านท่าเรือ ตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม 2) เพื่อศึกษาภาวะผู้นําชุมชน วัด โรงเรียน ราชการ และการมีส่วนร่วม ในการขับเคลื่อนชุมชนคุณธรรมด้วยพลังบวรต้นแบบของชุมชนคุณธรรม บ้านท่าเรือ ตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางในการดำเนินงานการขับเคลื่อนชุมชนคุณธรรมด้วยพลังบวรต้นแบบของชุมชนคุณธรรมบ้านท่าเรือ ตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ผู้วิจัยใช้วิธีการวิจัยเชิงคุณภาพ การเก็บรวบรวมข้อมูลในชุมชนคุณธรรมต้นแบบ จำนวน 1 ชุมชน บ้านท่าเรือ ตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม เครื่องมือที่ใช้ในการวิจัย เป็นแบบสัมภาษณ์แบบมีโครงสร้าง (Structured Interview) ตรวจสอบคุณภาพเครื่องมือด้วยค่า CVI เพื่อพิจารณาความตรงตามเนื้อหารายข้อ ใช้วิธีการสัมภาษณ์เชิงลึก และการสนทนากลุ่ม ผู้ให้ข้อมูลเป็นผู้นำชุมชน ปราชญ์ชาวบ้าน พระสงฆ์ ครู ข้าราชการสังกัดสำนักงานวัฒนธรรมจังหวัดนครพนม ผลการวิจัย พบว่า รูปแบบการจัดการชุมชนคุณธรรมขับเคลื่อนด้วยพลังบวรต้นแบบของชุมชนคุณธรรม บ้านท่าเรือ ตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ได้แก่ บ้าน วัด โรงเรียน และหน่วยงานภาครัฐ (บวร) ร่วมกันขับเคลื่อนกิจกรรมต่าง ๆ ให้ทุกภาคส่วนเข้ามามีส่วนร่วมอย่างสร้างสรรค์ อย่างต่อเนื่อง เพื่อขับเคลื่อนหลักปรัชญาของเศรษฐกิจพอเพียง แนวทางดำเนินการ คือ การส่งเสริมการมีส่วนร่วมของทุกภาคส่วน และการบูรณาการในด้านกิจกรรม การติดตามประเมินผล กลยุทธ์ในการแก้ไขปัญหาของชุมชน ควรเน้นการมีส่วนร่วมของทุกภาคส่วนการบูรณาการ การพัฒนาศักยภาพ และการพัฒนาอย่างยั่งยืน แนวทางในการส่งเสริมการมีส่วนร่วม ได้แก่ การสร้างความรู้ความเข้าใจ การสร้างแรงจูงใจ โดยการเชิดชู ยกย่อง และการสนับสนุนทรัพยากร ภาวะผู้นําของชุมชนนั้นมีความสำคัญต่อการขับเคลื่อนกิจกรรมในชุมชน เป็นที่ยอมรับ ไว้วางใจจากชุมชน ผู้นำวัด โรงเรียน และราชการ ให้การสนับสนุนงบประมาณ อุปกรณ์ สถานที่ ในการจัดกิจกรรมต่าง ๆ ของชุมชนสนับสนุนการพัฒนาทักษะ ความรู้ ของผู้นำ ชาวบ้าน และสนับสนุนการสร้างเครือข่ายความร่วมมือกับหน่วยงานต่าง ๆ ปัญหา อุปสรรค และแนวทางในการแก้ไขในการขับเคลื่อนชุมชนคุณธรรมขับเคลื่อนด้วยพลังบวรต้นแบบของชุมชนคุณธรรม บ้านท่าเรือ ตำบลท่าเรือ อำเภอนาหว้า จังหวัดนครพนม ดังนี้ ปัญหาการทะเลาะวิวาทกัน การพนัน ยาเสพติด หนี้สินนอกระบบ ดื่มเหล้า ขยะ สิ่งแวดล้อมถูกทำลาย ผู้สูงอายุถูกทอดทิ้ง และการแสดงที่ไม่เหมาะสมในงานบุญประเพณี โดยมีแนวทางในการแก้ไข คือ ทุกคนต้องมีส่วนร่วมในการขับเคลื่อนชุมชนคุณธรรมครั้งนี้ เพราะการที่ชุมชนมีส่วนร่วมในกิจกรรมของโครงการนับเป็นความสำเร็จอย่างยิ่งของโครงการ เพราะท้ายที่สุดแล้วเป้าหมายของโครงการชุมชนคุณธรรม คือ การที่ชุมชนมีความสุข คือ ปัญหาเชิงคุณธรรมของชุมชนลดลง คนในชุมชนสามารถดำเนินชีวิตได้อย่างมีความสุข ไม่เป็นหนี้ และสามารถพึ่งตนเองได้ ตลอดถึงสามารถเป็นที่ศึกษาดูงาน เป็นต้นแบบให้กับชุมชนอื่น ๆ ได้
Ban Tha Ruea community—the Moral Community Model Driven by the Power of Borwon, has been received promotion and support from various sectors until it becomes a moral community model. This moral community is strong and self-dependent since it has been collaboratively bestowed the power of Borwon (houses, temples, and schools/ government agencies), the key components of the significant moral community to carry out all activities that will create sustainable community participation. The purposes of this study included the following: 1) To investigate the Moral Community Model Driven by the Power of Borwon: Ban Tha Ruea Moral Community Model, Tha Ruea Sub-district, Na Wa District, Nakhon Phanom Province, 2) To examine the houses, temples, and schools/ government agencies’ leadership of and participation in implementing the Moral Community Model Driven by Borwon: Ban Tha Ruea Moral Community Model, Tha Ruea Sub-district, Na Wa District, Nakhon Phanom Province, and 3) To explore the problems of, obstacles in and to gain suggestions for managing the Moral Community Model Driven by the Power of Borwon: Ban Tha Ruea Moral Community Model, Tha Ruea Sub-district, Na Wa District, Nakhon Phanom Province. A qualitative research method was designed and adopted by the researcher. The data was collected in one moral community model, i.g., Ban Tha Ruea, Tha Ruea Subdistrict, Na Wa District, Nakhon Phanom Province. A structured-interview form was used as a tool for recording and collecting the data from the in-depth interviews and group discussions; the quality of this form was examined and tested using CVI values to determine the content validity of each item/question. The informants/interviewees consisted of the community leaders, local scholars/philosophers, monks, school teachers, and government officials who reported to Nakhon Phanom Provincial Cultural Office.
These results were revealed from the study. Regarding the Moral Community Model Driven by the Power of Borwon: Ban Tha Ruea Moral Community Model, Tha Ruea Sub-district, Na Wa District, Nakhon Phanom Province, the houses, temples, schools/government agencies had jointly managed/driven all sectors to creatively and continuously cooperate, run, and direct the communal activities towards the principles of Sufficiency Economy Philosophy. To operate and implement the moral community model, all sectors were encouraged to participate whereas all activities were integrated. As for the follow up process and problem solving strategies, all sectors’ participation, integration, capacity building and sustainable development were emphasized. To enhance participation, these strategies were taken: creating knowledge and understanding, building motivation by supporting with either compliment or resources. Concerning the community leadership, it was also deemed that leadership was integral to drive the communal activities so as to gain approval and trust from the community. Thus, the budget, tools, buildings/places had been given and allowed to be utilized for organizing the communal activities by the leaders, temples, schools/government agencies. At the same time, village leaders’ knowledge and skills were helped to improve. Network building and co-operation among organizations were promoted. Apropos the problems of, obstacles in and suggestions for managing the Moral Community Model Driven by the Power of Borwon: Ban Tha Ruea Moral Community Model, Tha Ruea Sub-district, Na Wa District, Nakhon Phanom Province, the issues found in the community were fight/brawl, gambling, drugs, informal loans, alcoholic consumption, waste, environmental deterioration/damage, abandonment of the elderly, and misbehavior/misconduct in the traditional ceremonies. It was suggested that these communal problems could be mutually solved by participation from everyone/all sectors to drive the moral community. To fix these communal problems, everyone had to take part in driving the moral community; consequently, this kind of community participation would considerably help create the success of the project. In addition, the ultimate goal of the moral community project was the happiness of all community members. This goal could be achieved when the problems in the community decreased; every person in the community would live enjoyably with a debt-free and self-dependent life. Eventually, the community would become the community model from which the other communities could learn and emulate.
