การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาองค์ประกอบภาวะผู้นำครูในการจัดการเรียนรู้ยุคดิสรัปชัน ในโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ 2) เพื่อสร้างและพัฒนารูปแบบการพัฒนาภาวะผู้นำครูในการจัดการเรียนรู้ยุคดิสรัปชัน ในโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ และ 3) เพื่อศึกษาประสิทธิผลของรูปแบบที่พัฒนาขึ้น โดยใช้ระเบียบวิธีวิจัยและพัฒนา (Research and Development: R&D) แบ่งการดำเนินการวิจัยออกเป็น 3 ระยะ ได้แก่ ระยะที่ 1 ศึกษาองค์ประกอบและแนวทางการพัฒนาภาวะผู้นำครู โดยการวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ และการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง ได้แก่ ครูในโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ ปีการศึกษา 2569 จำนวน 423 คน ระยะที่ 2 สร้างและพัฒนารูปแบบการพัฒนาภาวะผู้นำครู และตรวจสอบความเหมาะสมของรูปแบบโดยผู้เชี่ยวชาญระยะที่ 3 ทดลองใช้รูปแบบกับครูในโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ จำนวน 30 คน จาก 13 โรงเรียน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ประกอบด้วย แบบสัมภาษณ์แบบไม่มีโครงสร้าง แบบสอบถามชนิดมาตราส่วนประมาณค่า และแบบประเมินภาวะผู้นำครูในการจัดการเรียนรู้ยุคดิสรัปชัน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า
1. องค์ประกอบภาวะผู้นำครูในการจัดการเรียนรู้ยุคดิสรัปชันในโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 5 องค์ประกอบ 57 ตัวบ่งชี้ ได้แก่ 1) การพัฒนาตนเอง จำนวน 11 ตัวบ่งชี้ 2) การสร้างนวัตกรรม จำนวน 9 ตัวบ่งชี้ 3) การพัฒนาหลักสูตร จำนวน 10 ตัวบ่งชี้ 4) การจัดการเรียนรู้ จำนวน 14 ตัวบ่งชี้ และ 5) การใช้เทคโนโลยี จำนวน 13 ตัวบ่งชี้
2. รูปแบบการพัฒนาภาวะผู้นำครูในการจัดการเรียนรู้ยุคดิสรัปชัน
ในโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 6 องค์ประกอบ ได้แก่ หลักการ วัตถุประสงค์ เนื้อหา กระบวนการ สื่อการเรียนรู้ และ การวัดและประเมินผล
3. ผลการตรวจสอบประสิทธิผลของรูปแบบ พบว่า รูปแบบมีความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด (x̄ = 4.80) และครูที่เข้ารับการพัฒนามีภาวะผู้นำในการจัดการเรียนรู้ยุคดิสรัปชันสูงขึ้นหลังการพัฒนา คิดเป็นร้อยละ 19.80
This research aimed to 1) investigate the elements of teacher leadership in learning management in the disruptive era in primary schools under the Office of the Basic Education Commission (OBEC) in Northeastern Region, 2) develop and validate a model for developing teacher leadership, and 3) evaluate the effectiveness of the developed model. The research employed a three-phase Research and Development (R&D) methodology. Phase 1 comprised component identification through an extensive literature review, expert interviews, and a survey administered to 423 teachers working in primary schools under the OBEC in the Northeastern region, in the 2026 academic year. Phase 2 concentrated on the formulation and refinement of the developed model, followed by validation by specialized experts to confirm its suitability. Phase 3 consisted of the model implementation with a representative sample of 30 teachers drawn from 13 primary schools under the OBEC in the Northeastern region. Key research instruments included an unstructured interview form, a Likert-scale questionnaire, and a teacher leadership assessment form. Statistical analysis incorporated measures of frequency, percentage, mean, and standard deviation.
The findings indicated that:
1. The elements of teacher leadership in learning management in the disruptive era encompassed five core components and 57 specific indicators comprising 1) self-development with 11 indicators, 2) innovation creation with nine indicators, 3) curriculum development with ten indicators, 4) learning management with 14 indicators, and 5) technology utilization with 13 indicators.
2. The model for developing teacher leadership in learning management in the disruptive era in primary schools under the OBEC in Northeastern Region was structurally defined by six essential elements: principles, objectives, content, processes, instructional media, and measurement and evaluation.
3. The evaluation of the model's efficacy demonstrated that its overall suitability was rated at the highest level (x̄ = 4.80). The teachers participating in the development program exhibited a 19.80% increase in the leadership required for learning management in the disruptive era.
