การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาตัวแบบเชิงสาเหตุที่มีอิทธิพลต่อประสิทธิผลในการดำเนินงานของแผนกโยธาธิการและขนส่งในภาคกลาง 2) ศึกษาปัจจัยเชิงสาเหตุที่มีอิทธิพลต่อประสิทธิผลในการดำเนินงานของแผนกโยธาธิการและขนส่งในภาคกลาง และ 3) หาข้อเสนอแนะเชิงนโยบายการพัฒนาประสิทธิผลในการดำเนินงานของแผนกโยธาธิการและขนส่งในภาคกลาง การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยแบบผสมระหว่างการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ กลุ่มตัวอย่าง ได้แก่ ผู้เชี่ยวชาญ จำนวน 19 คน โดยใช้วิธีการสุ่มแบบเจาะจง บุคลากรและประชาชน จำนวน 566 คน ได้แก่ ตัวแทนภาครัฐ และภาคประชาชน ใช้วิธีการสุ่มโดยใช้ในกรณีไม่ทราบขนาดประชาชน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้างและแบบสอบถามชนิดมาตราส่วนประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์เส้นทางและการวิเคราะห์เชิงเนื้อหา
ผลการวิจัยพบว่า
1. ตัวแบบเชิงสาเหตุที่มีอิทธิพลต่อประสิทธิผลในการดำเนินงานของแผนกโยธาธิการและขนส่งในภาคกลาง สาธารณรัฐประชาธิปไตยประชาชนลาว มี 3 ปัจจัย ดังนี้ ปัจจัยการบริหารจัดการที่ดี ปัจจัยการบริหารภาครัฐแนวใหม่ และปัจจัยประสิทธิผลในการดำเนินงานขององค์การ คือ ความพึงพอใจของผู้รับบริการ
2. ปัจจัยเชิงสาเหตุที่มีอิทธิพลต่อประสิทธิผลในการดำเนินงานของแผนกโยธาธิการและขนส่งในภาคกลาง สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า การบริหารจัดการด้านหลักการมีส่วนร่วมและด้านหลักความรับผิดชอบต่อสังคมมีอิทธิพลต่อประสิทธิผลในการดำเนินงานขององค์การอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 เมื่อพิจารณาเป็นรายด้านเรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านหลักการมีส่วนร่วมมีค่าสัมประสิทธิ์ปรับมาตรฐานสูงสุด 0.570 รองลงมาด้านหลักความเปิดเผยโปร่งใส มีค่าสัมประสิทธิ์ปรับมาตรฐาน เท่ากับ 0.539 ด้านหลักนิติธรรมและด้านหลักคุณธรรม มีค่าสัมประสิทธิ์ปรับมาตรฐาน เท่ากับ 0.451 และด้านหลักความรับผิดชอบต่อสังคมมีค่าสัมประสิทธิ์ปรับมาตรฐาน เท่ากับ 0.445 กลุ่มตัวแปรการบริหารจัดการที่ดีสามารถพยากรณ์ประสิทธิผลในการดำเนินงานขององค์การได้ร้อยละ 21.20
3. ข้อเสนอแนะเชิงนโยบายการพัฒนาประสิทธิผลในการดำเนินงานของแผนกโยธาธิการและขนส่งในภาคกลาง สาธารณรัฐประชาธิปไตยประชาชนลาว พบว่า แนวทางพัฒนาปัจจัยการบริหารจัดการที่ดี ได้แก่ หลักความคุ้มค่าและภาวะผู้นำ แนวทางพัฒนาปัจจัยการบริหารภาครัฐแนวใหม่มีอิทธิพลได้แก่ การประสานงาน การทำงานเป็นทีม ความผูกพันในองค์การ การพัฒนาทักษะ ความรู้ ความสามารถของบุคคลากรและการนำใช้เทคโนโลยีสมัยใหม่
This study aimed 1) to investigate the causal factors influencing the effectiveness of the operations of Department of Public Works and Transport (DPWT) performed in the Central Region of Lao PDR, 2) to examine the causal factors influencing the effectiveness of the operations of Department of Public Works and Transport conducted in the Central Region at Lao PDR, and 3) to gain policy proposals for improving the effectiveness of the operations of Department of Public Works and Transport performed in the Central Region of Lao PDR. The study employed mixed methods research approach which incorporated both quantitative and qualitative research techniques. Purposively sampling, the samples consisted of 19 experts and 566 persons who could be categorized as both the government officers who reported to the Department of Public Works and Transport and the people. The instruments used in the study were semi-structured interview form and rating scale questionnaire. Statistics applied to analyze the data comprised frequency, percentage, mean, standard deviation, Path Analysis Coefficient as well as content analysis.
The findings were as follows:
1. The model of the causal factors influencing effectiveness of the operations of the Department of Public Works and Transport performed in the Central Region of Lao PDR consisted of 3 factors i.e. good management factor, new government sector management factor, and the factor of effective operations of the organization. The last factor referred to the clients’ satisfaction.
2. The study of the causal factors influencing the effectiveness of the operations performed by the Department of Public Works and Transport in the Central Region of Lao PDR revealed that in terms of the management aspect, the principles of participation and social responsibility significantly impacted on the effectiveness of the organizational operations at 0.05 statistical level. When considering each aspect, it was found that these aspects had impacted on the effectiveness of the organizational operations and they were ranked from the highest to the lowest respectively: participation (obtained the standardized coefficient of 0.570); transparency (obtained the standardized coefficient of 0.539); legitimacy and morality (obtained standardized coefficient of 0.451); and social responsibility (obtained the standardized coefficient of 0.445). In addition, the variables of good management could be used to predict the organizational effectiveness at 21.20%.
3. The policy proposals for the effectiveness of the operations of the Department of Public Works and Transport performed in the Central Region of Lao PDR were suggested. Concerning good management factors, worthiness and leadership should be considered. Regarding guidelines on developing the factors in managing government sector differently or newly, these aspects were recommended for consideration: coordination inside the organization, teamwork, relationship in the organization, skills development, knowledge, personnel's capacity as well as the application of new technology.
