การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพ ปัญหา และประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา สังกัดห้องการศึกษาธิการและกีฬา เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน 2) เปรียบเทียบสภาพ ปัญหา และประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน 3) เปรียบเทียบสภาพ ปัญหาและประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอนจำแนกตามขนาดของโรงเรียน 4) เปรียบเทียบสภาพ ปัญหา และประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา ตามความคิดเห็นของผู้บริหารและครูผู้สอน จำแนกตามสถานที่ตั้งของโรงเรียน 5) หาแนวทางยกระดับประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา กลุ่มตัวอย่าง จำนวน 220 คน ได้แก่ ผู้บริหารโรงเรียนและครูผู้สอน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าที (t-test) และค่าเอฟ (F-test)
ผลการวิจัยพบว่า
1. สภาพการบริหารงานโรงเรียนประถมศึกษา สังกัดห้องการศึกษาธิการและกีฬา เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตย โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมาก ยกเว้นด้านกิจกรรมนักเรียนอยู่ในระดับปานกลาง ปัญหาและประสิทธิผลอยู่ในระดับปานกลาง
2. ผลการเปรียบเทียบสภาพการบริหารงานโรงเรียนประถมศึกษา สังกัดห้องการศึกษาธิการ และกีฬา เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน จำแนกตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน โดยรวมไม่แตกต่างกัน เมื่อพิจารณารายด้าน พบว่า ด้านอาคารสถานที่ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนปัญหาและประสิทธิผลโรงเรียนประถมศึกษา ไม่แตกต่างกัน
3. ผลการเปรียบเทียบสภาพ ปัญหาและประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา สังกัดห้องการศึกษาธิการและกีฬา เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน จำแนกตามขนาดของโรงเรียน โดยรวมและรายด้านไม่แตกต่างกัน
4. ผลการเปรียบเทียบสภาพ ปัญหาและประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา สังกัดห้องการศึกษาธิการ และกีฬา เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน จำแนกตามสถานที่ตั้งของโรงเรียน โดยรวมไม่แตกต่างกัน เมื่อพิจารณารายด้านพบว่าทุกด้านไม่แตกต่างกัน
5. แนวทางยกระดับประสิทธิผลการบริหารงานโรงเรียนประถมศึกษา สังกัดห้องการศึกษาธิการและกีฬา เมืองไกสอนพมวิหาน แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ได้แก่ ด้านบุคลากร ด้านความสัมพันธ์ระหว่างโรงเรียนกับชุมชน
The purpose of this research aimed to 1) investigate the states, problems and effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic 2) compare the states, problems and effectiveness of School management of the lementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic classified by School administrators and Teacher 3) compare the states, problems and effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic classified by schools size 4) compare the states, problems and effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic classified by areas. 5) find out guidelines to develop the Effectiveness of School management. The samples were 225 participants including 50 school administrators, and 175 project teachers. Tools used to collect data were a 5-level rating scale questionnaire. Statistics used for data analysis were percentage, mean, standard deviation, t-test , F-test (One-way ANOVA), and Pairwise Differences of Means using Scheffe’s method.
The findings were as follows:
1. The states of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic, as a whole and in each aspect, were at the high level. Except student activities were at the moderate level. Meanwhile, problems and effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic, as a whole and in each aspect, were at the moderate level.
2. The results of the comparison of the states of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic classified by School administrators and Teacher as a whole were no significant differences When separately each aspect, it was found that the aspects on Buildings and Maintenance were significantly different at the .05 level. Meanwhile, problems and effectiveness of School management of the Elementary School showed no significantly differences.
3. The results of the comparison of the states problems and effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic classified by schools size as a whole and aspect were no significant differences.
4. The results of the comparison of the states problems and effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic classified by areas as a whole and aspect were no significant differences.
5. The proposed guidelines for developing of effectiveness of School management of the Elementary School, Kaysone Phomvihane District, Savannakhet Province, Lao People Democratic Republic results below average overall as well 2 aspects consisted of the following aspects: Personal aspect and relation with school and community.
