การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลหนองลาด อำเภอเมือง จังหวัดสกลนคร 2) เปรียบเทียบระดับการมีส่วนร่วมของประชาชนในการพัฒนาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลหนองลาด อำเภอเมือง จังหวัดสกลนคร กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ประชาชนที่มีอายุตั้งแต่ 18 ปีขึ้นไปและเป็นผู้มีสิทธิเลือกตั้งที่อาศัยอยู่จริงในพื้นที่ จำนวน 363 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t - test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA)
ผลการวิจัยพบว่า
1. การมีส่วนร่วมของประชาชนในการพัฒนาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลหนองลาด อำเภอเมือง จังหวัดสกลนคร ในภาพรวมอยู่ในระดับปานกลาง (= 2.89) เมื่อพิจารณารายด้าน พบว่า อยู่ในระดับปานกลาง ทุกด้าน โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการริเริ่มการพัฒนา และด้านการรับผลประโยชน์จากการพัฒนา ( = 2.94) รองลงมาคือ ด้านการประเมินผลจากการพัฒนา ( = 2.90) ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการวางแผนพัฒนา ( = 2.82)
2. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลหนองลาด อำเภอเมือง จังหวัดสกลนคร จำแนกตามคุณลักษณะส่วนบุคคล สามารถสรุปผล ได้ดังนี้
2.1 จำแนกตามคุณลักษณะด้านเพศ โดยภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยเพศชาย มีส่วนร่วมในการพัฒนาศูนย์พัฒนาเด็กเล็กมากกว่าเพศหญิง
2.2 จำแนกตามคุณลักษณะด้านอายุและระดับการศึกษา พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
2.4 จำแนกตามคุณลักษณะด้านรายได้เฉลี่ยต่อเดือน พบว่า ทั้งในภาพรวม และรายด้าน ทุกด้าน ไม่มีความแตกต่างกัน
The purposes of this study were: 1) to investigate the degree of people participation in the development of Child Development Center under the Nong Lad Sub-district Municipality, Mueang district, SakonNakhon province, 2) to compare the degree of people participation in the development of Child Development Center under the Nong Lad Suib-district Municipality, Mueang district, SakonNakhon province. A sample used in the study was 363 people whose ages were 18 and above, and who had a right to vote and lived in the area. The instrument used in data collection was a questionnaire. Statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test and one-way ANOVA.
Findings of the study were as follows:
1. The overall people participation in the development of Child Development Center under the Nong Lad Sub-district Municipality, Mueang district, SakonNakhon province was at moderate level (mean = 2.89). When considering each aspect, all of them were at moderate level. The aspects that gained the highest mean scores were of ‘development initiative’ and of ‘benefit from the development’ (mean = 2.94), followed by ‘evaluation of development’ (mean = 2.90). The aspect that gained the lowest mean score was of ‘development planning’ (mean = 2.82)
2. The comparison of people participation in the development of Child Development Center under the Nong Lad Sub-district Municipality, Mueang district, SakonNakhon province as classified by personal backgrounds can be concluded as follows:
2.1 As classified by sex, on the whole there was a significant difference at the .05 level. Males were more involved in the development of Child Development Center than females.
2.2 As classified by age and educational attainment, on the whole there was a significant difference in participation among those who belonged to each of the two personal backgrounds at the .01 level.
2.3 As classified by average income per month, it was found that people participation as a whole and each aspect was not different.
